Position: WASH Officer
Reports to: Program Director – South Sudan
Location: Abyei South Sudan (60%), 40% Roving
Travel: Frequent travel between project sites.

Position Description:
The WASH Officer is a key member of the Near East Foundation team in South Sudan. The Officer will coordinate, supervise and manage the overall implementation of WASH/Community Led Total Sanitation (CLTS) activities and other innovative approaches, capacity development of selected communities and community associations on effective planning and management of Operation and Maintenance (O&M) of their improved WASH infrastructures in a sustainable manner and also support county WASH/CLTS Supervisors and Community-based Hygiene/CLTS Volunteers for better implementation of the WASH programs thus improving the health status of target communities in Abyei and ASRD project locations in South Sudan.
The project delivers holistic and innovative business and employment services, complementary community development initiatives, and investments in essential services through 19 partner community associations, cooperatives, and non-government organizations in addition to academic and private sector partners. The project strengthens those partnerships through targeted capacity building aimed at partner organizations and associated Master Trainers. The project leverages NEF’s pioneering Siraj livelihoods hubs and services operating in four countries. The project is implemented in Unity, Northern Bahr El-Ghazal, Warrap, and Abyei, and is part of a global multi-country initiative.
The WASH Officer will work in close cooperation with technical staff, the Program Director, implementing partners, stakeholders, and donors operating in the country.
Duties & Responsibilities:
- Support the process of social mobilization and behavior change communication process, the use of BCC materials by community associations and the feedback and complaints/responses from community, government and other stakeholders;
- Provide technical leadership for the community social mobilization, facilitation of ignition/pre-triggering/ triggering, verification/certification and post triggering processes for Community Led Total Sanitation (CLTS) in targeted villages and surrounding schools;
- Facilitate training for PLA’s, WASH/CLTS County Supervisors, CLTS/Community Hygiene Volunteers;
- Participate in the CLTS Technical Working Group meetings and contribute technical inputs for state CLTS guidelines;
- Provide accountability of the WASH resources allocated
- Support in assessing needs for Water, Sanitation and Hygiene (WASH) facilities interventions at community and institutional facilities;
- Prepare and / or revises bill of quantities and plans related to the construction works and also participates in design of infrastructure and procurement processes;
- Supervise the execution of the WASH works directly and provides technical guidance and expertise to the community associations;
- Prepare and submits timely reports to the Program Director using the appropriate template according to the stipulated schedules;
- Promote networking and good partnerships with government representatives and other stakeholders to ensure standards, regulations and procedures are adhered to in line with the SPHERE minimum standards and donor requirements
- Support in the development of working plan, monitoring and evaluation on hygiene promotion activities according to CLTS and innovative approaches;
- Ensure accurate data collection and correct record keeping and management of information to measure progress and impact of project in line with the guiding humanitarian standards and as required by the WASH Cluster and concerned Donors;
- Carry out any other duties either in addition to or instead of those outlined above which may reasonably be required by NEF at any time.
MINIMUM REQUIREMENTS:
Qualifications:
- Degree/Diploma in Water Engineering, Civil Engineering, Social Sciences, Public Health or related field.
Required Experience & Competencies
- A minimum of Three (3) years’ experience for degree holder and Three (4) years’ experience for diploma holder in working/programming in WASH Sector with knowledge in CLTS (Community Led-Total Sanitation, Community development or similar projects;
- Strong skills in construction of water supply and sanitation facilities essential;
- Demonstrated skills in technical design and costing of civil engineering works related to community-based water supply and sanitation facilities with good hand-on auto cads, ArchiCAD and EPANET software essential;
- Good computer application skills (MS-Office, application software to engineering designs;
- Experience in community engagement approaches, participatory approaches and community negotiation;
- Excellent verbal and written communication skills in English Language;
- Strong interpersonal skills and ability to establish and maintain effective working relations with a team and other stakeholders;
- Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities;
- Good understanding of SPHERE and other international and national minimum standards;
- Proactive approach, high work ethic and moral values, positive attitude, accurate and detail- oriented, team player;
- Knowledge of Arabi and Dinka Rek language an added advantage.
