NRDC is seeking a Transportation Policy Analyst to work with the People & Communities team in our Washington, DC office.

Position Summary

The National Policy team in the People and Communities Program at NRDC is looking for a Transportation Policy Analyst to help support our advocacy for transportation at the local, state, and federal levels. The National Policy Team (NPT) of the People & Communities Program is a team focused on equity- and community-centered federal, state, local and regulatory policy across the built environment, including climate mitigation and adaptation, food, health, water, transportation, housing and energy justice.  The Analyst will collaborate with colleagues in the People & Communities Program and cross-programmatically with other NRDC groups, as well as with partners and external consultants.

Duties include conducting technical and policy analyses as well as reviewing, evaluating, and advocating for legislation and regulations and policies that are at the intersection of transportation, equity, justice, environment, health and the built environment.

The Analyst will also support priority institutional initiatives, including a cross-cutting effort to secure climate and equity benefits from the Infrastructure Investment and Jobs Act (IIJA) as well as the Inflation Reduction Act.  This position requires strong analytical, organizational and project management skills; communication skills; attention to detail; the ability to understand and translate complex metrics/analytics; the capacity to juggle multiple tasks, and a willingness to work with a diverse and fast-paced team

Responsibilities

  • Perform transportation sector analysis of the effectiveness and impacts of emerging regulations and policy proposals.
  • Perform analysis of policy proposals for other sectors including power and buildings if they intersect with.
  • Collaborate with partners and consultants performing economic, energy, and health modeling of federal, regional, state and local impacts of regulations and policy proposals.
  • Overall project management, creating and curating tools and resources for external stakeholders, support project impact tracking and working with NRDC staff to gather information on project accomplishments and impact.
  • Draft material pertaining to national, regional, state and local consequences of policies and investments, including fact sheets, blogs, policy briefs, and primers in various forms. This may include PowerPoint presentations, GIS web maps and other graphics, and other visual and report formats.
  • Develop metrics, collect and analyze data, reports and blogs.
  • Contribute to legal briefs and comments.
  • Collaborate to with colleagues and partners to influence legislation as well as the development of regulations, guidance, and other administrative policies.
  • Create interactive and public-facing materials and graphics; and
  • Present work to external audiences, in written and oral presentations.

Qualifications

Required

  • Bachelor’s degree in economics, engineering, public policy, data science, or other relevant field;
  • Experience studying transportation or climate-related policies, particularly pertaining to policy development and implementation;
  • Knowledge of project economics and finance related to transportation, energy, and land use;
  • Knowledge of federal and state policies related to the transportation sector;
  • Familiarity with publicly available data sources and databases;
  • Strong communications and writing skills;
  • Ability to advocate for public policies;
  • Strong interpersonal and active listening skills;
  • Well-developed organizational skills and proven ability to work with teams to manage projects and relationships;
  • Experience working in diverse coalitions and in partnership with community groups, particularly BIPOC-led groups, preferred; and
  • Commitment to incorporating and growing the use of justice, equity, diversity, and inclusion principles in NRDC’s work.

Preferred

  • Graduate degree in economics, engineering, public policy, data science, or other relevant field;
  • Have at least 3 years of relevant work experience in transportation or environmental field;
  • Experience working on transportation or climate-related policies, particularly pertaining to policy development and implementation;
  • Knowledge of economic modeling of transportation, vehicle electrification, as well as economy-wide modeling;
  • Experience working on federal and state policies related to the transportation sector.

We offer competitive salaries, excellent benefits, and a supportive working environment. Salary is based on a nonprofit scale and is commensurate with skills and experience. For this position, the salary is $80,000 to $100,000. Internal equity considerations will be reviewed before making a final offer.
