Description of the USAID Localize Global Health Security project
The Localize Global Health Security (LGHS) project is implemented by Panagora (Prime), Itad and PATH. This global project, funded by the United States Agency for International Development (USAID), supports local partners in priority USAID global health security (GHS) countries to address gaps in health security as identified in national health security capacity assessments. LGHS complements the multisectoral cross-technical approaches of other GHS programs to move countries closer to achieving Global Health Security Agenda targets. LGHS will do this by establishing and managing a flexible grants program that addresses subnational gaps in global health security. The project is designed to offer grantees technical assistance in GHS and organizational capacity strengthening, to support organizational growth as they implement GHS programming.
As a result of this support, local partners will be able to address critical gaps in health security through grants and technical assistance in prioritized technical areas, strengthen the organizational capacity of local entities to effectively manage the implementation of health security technical interventions and expand global knowledge base on approaches and best practices for local entities conducting global health security interventions.
Position Description
LGHS seeks a Global Health Security Consultant, based in Jamaica, to provide expertise in critical technical areas including — Zoonotic Disease, Community-Based Zoonotic Disease Surveillance, Risk Communication, Social Behavior Change, and Community Engagement. This consultant will support the development of an in-country landscape assessment. The assessment aims to provide context and clarity around Mission commitments for LGHS, inform strong program design in Jamaica, and identify organizations that are already working, intending to work, or showing the potential to work on health security activities, and may have the capacity to manage USAID funds to implement activities in the pre-identified GHS technical focus areas— zoonotic disease, community-based zoonotic disease surveillance, risk communication, social behavior change, and community engagement —and deliver results.
Through the landscape assessment, we will seek to better understand the enabling and inhibiting factors for operation of local organizations and reflect what local entities and other stakeholders perceive will best support health security programming at the subnational level, while reaching marginalized communities and most vulnerable populations.
The Global Health Security (GHS) Consultant will report to the Landscaping Team Lead, and work in close collaboration with the in-country Organizational Development Consultant and the US-based landscape assessment team, who will travel to Jamaica to initiate the assessment, and provide on-going support to the Jamaica-based consultants throughout the performance period.
The GHS Consultant will need to engage with national and subnational actors and meet with stakeholders that work in global health security, especially focused on one health. In addition to meeting with stakeholders, this landscape assessment will involve meeting with local organizations engaged in the selected technical focus areas (i.e. Zoonotic Disease, Community-Based Zoonotic Disease Surveillance, Risk Communication, Social Behavior Change, and Community Engagement)—and begin to inform how a grants-under-contract (GUC) program should be tailored to the specific actors and needs in Jamaica.
The GHS Consultant will assist in identifying organizations with the capacity to implement projects focusing on the identified technical areas and assist in clarifying challenges in the focus technical areas in Jamaica that could be addressed by local organizations.
