Climate Fund Managers (CFM) is looking for a Senior Technical Manager who is an experienced project manager and engineer with proven technical skills and familiarity with project development and finance processes to join the CFM Regional Office in Cape Town, and to provide operational and technical support to projects and assets across all CFM jurisdictions for the Climate Investor 3 (CI3) initiative.
CI3 seeks to drive a wider energy transition in emerging and established markets. This includes investments and initiatives related to renewable energy, hydrogen and P2X derivatives, and related upstream and downstream activities of water treatment, transportation, maritime and port facilities.
The role will primarily focus on the delivery of CI3 projects in southern Africa, however, will also lead on global projects and initiatives. The Sr Technical Manager would support the growth of the CFM Development and Construction team within the CI3 disciplines in the long-term.
The role is expected to have a focus on CI3 projects; however, the Sr Tech Manager will have the opportunity to also provide support on Climate Investor One (renewable energy) and Climate Investor Two projects (water, waste, sanitation, and oceans).
Duties and Responsibilities
The Senior Technical Manager role will deliver technical advice and support to the CI3 transaction teams.
The role will chiefly:
- Provide inputs for the preparation of investment papers on technical, procedural and process aspects, including for development and construction plans and budgets, construction and operation contracting terms, and technical risk matrices.
- Support the determination of relevant inputs and assumptions required for bankable financial base cases.
- Scope and manage technical due diligence on behalf of CI3 for the development, construction, and operation of assets.
- Review and provide input to tender documentation and framework agreements with suppliers, service providers, OEMs, and consultants.
- Perform risk identification and reporting for technical workstreams on projects and programmes associated with CI3.
- Perform site visits to project locations and attend meetings with developers, stakeholders, contractors, and service providers.
- Support the coordination between CFM and its partners for relevant knowledge sharing and capacity building.
- Review and study industry documentation to update and inform the wider CI3 working teams. This includes sourcing material from white papers, technical publications, policy documentation, and outputs of best practice forums.
- Assess, comment, review and propose improvements on key contracts, in particular: PPA and Offtake Agreements, Implementation Agreements, Land lease agreements, EPC contracts, Equipment supply Agreements, Logistical supply and installation Agreements, Balance of Plant Agreements, Civil and Electrical Works Agreements, and Operations and Maintenance Agreements.
- Develop sound relationships with key project OEMs, vendors, developers, service providers, consultants, etc. Support the management of service providers and advisors as required.
- Assist and coordinate formulation and execution of policies for SPVs to align with CFM policies and requirements. Support, guide and manage SPV personnel, where appropriate during the development, construction, and operations periods.
- Formulate, assess, draft and assist with Roles and Responsibilities of partners and Key Personnel for various project phases.
- Support the CFM E&S and H&S team to ensure that all HSSE requirements as set out in the HSSE plans are properly executed and applied.
- Provide input to reports for informing company stakeholders, both external and internal.
- Together with the CFM technical team, innovate how to best monitor and respond to Project development, construction, and operation matters on behalf of the Climate Investor funds.
Qualifications & Experience

Required
- BSc Engineering degree – Chemical, Process, Mechanical, or comparable
- Not less than 15 years of relevant project management, development, and/or implementation experience in downstream energy and chemical projects, with a preference for the production and transportation of (green) hydrogen, ammonia, and/or similar energy-based products.
- Experience within a project environment, including familiarity with on-site construction and operation protocols.
- Understanding of the project and asset life-cycle, and capability to deliver a “helicopter view” of the full project scope with complex interfaces.
- A proven track record of stakeholder management with effective communication, reporting and interpersonal skills.
- Proficiency in permitting and approval processes, including regulatory frameworks and compliance requirements.
- Competence and appreciation for project health and safety.
- Familiarity with project finance principles and understanding of techno-commercial interfaces.
- Negotiation skills and ability to influence.
- Prepared to travel up to 25% of the year (avg. of 1 week per month)
- Fluent in written and spoken English.

Desirable
- MSc or post-BSc degrees in relevant engineering or development topics
- Expertise and knowledge in hydrogen production technologies and specifically electrolyser technologies (e.g. liquid alkaline electrolyte, proton exchange membrane (PEM), high-temperature ceramic electrolyte)
- Experience with the development and execution of renewable energy, energy storage, and or power infrastructure (e.g. wind, solar)
- Professional Engineering and/or Project Management qualifications (e.g. PMP)
- Contract negotiation and management experience
