Senior Project Coordinator Basic Education in Lao PDR (SEBEL) Phase II

PURPOSE OF THE POSITION

The Senior Project Coordinator will report to the Education Program Manager. As a Senior Project Coordinator, you will be coordinating and managing SABEL phase II project planning, implementation, monitoring and report on regular basis to ensure the achievement of the project objectives. Your task also includes ensuring regular budget planning, spending and tracking. This Senior Coordinator will be based in Houaphanh province and work closely with other implementing partners. Your tasks include providing the capacity building and technical support to partners as well as relationship building and focal point for project and technical collaboration between ChildFund in Laos, ChildFund Korea and all partners.

KEY DUTIES

  • With supervision of the Education Program Manager, manage all aspects of project planning, implementation, monitoring and evaluation on a regular basis, including ensuring regular budget planning, spending and tracking;
  • Establish and maintain partnership with new partners and work with them closely for project implementation
  • With support from Education Technical Advisor in Sydney, designed activities, approach and related materials contextualized to project target population
  • Build and maintain strong relationship with PESS and DESB to ensure facilitation for project implementation, community liaison and project monitoring and reporting
  • Prepare and submit timely accurate and professional project reports required by ChildFund Australia and ChildFund Korea
  • Contribute to the development of the MEL Framework for the project
  • Manage partnership with other Development Partners (DPs) and CSOs contracted by leading steering committee meeting regularly and facilitate coordination with internal finance and administration units to ensure the achievement of activities under their responsibility
  • Build networks and liaise with other NGOs, government agencies, and other stakeholders in order to strengthen understanding of policies and innovative project strategies.
  • Prepare and deliver training or capacity building to project team and partners when necessarily to ensure quality of project implementation.
  • With support from Senior MEL Coordinator, ensure project data and information collection, management and archiving in program HIVE and share server.
  • Complete other tasks as directed by the line manager
  • Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with our Child Safeguarding Policy.

QUALIFICATIONS & EXPERIENCE

  • Extensive experience in training communities and partners to engage in discussion with government, duty bearers and service providers.
  • Bachelor’s degree in education, development studies, or other related fields. A Master’s degree is preferable.
  • At least 5 years of technical project implementation experience and at least 4 years of supervision experience.
  • Experienced in working with local associations especially those are working on diversity and inclusion promotion.
  • Experienced with sub-grant management
  • Fluency in English in both written and oral communication desirable
  • Excellent facilitation and capacity building skills.
  • Commitment to work with ethnic communities and in challenging circumstances.
  • Commitment to eradicating barriers inhibiting gender equity.
  • Respect for local culture and traditional beliefs.
  • Innovative, adaptable, and willing to learn new things.
  • IT skills and familiarity with MS Office, MS Windows and Internet applications (including email).
  • Demonstrated skills in teamwork and conflict resolution.
  • Excellent interpersonal/communication skills with an ability to relate to people from a range of backgrounds in a relevant and effective manner.
  • Strong written skills and experience producing high quality project reports in Lao and English.
  • Experience working with children/youth.
  • Mature, dynamic, hardworking, and able to manage multiple priorities.
  • Flexible and willing to support the overall goals of ChildFund Australia in the Lao PDR.
  • Previous experience working on Korean-funded projects.
  • Team management, especially in education and empowerment projects.

Location: ChildFund in Laos, Saphanthong Neua Village, House No. 598, Unit 26, Sisattanak District, Vientiane, Laos

Employment:  Full-time, Initial one year employment agreement, with option to extend upon mutual agreement

Reports to: Education Program Manager

Other Information: Must have criminal background check before joining the organisation

The position is based in Xamneua Office, with regular travel to target villages within Xamneua District, Huaphanh province
