Global Communities is seeking a Senior Program Manager, Türkiye, to join the Global Programs team. The Senior Program Manager will oversee GC’s humanitarian programs in Türkiye. S/he will focus on response start-up and building out Türkiye based programs. The Senior Program Manager will tbe responsible for the management of project staff and relevant programs in Türkiye. S/he will oversee program teams, ensure accountable and compliant implementation, and adapt GC’s programmatic approach as the situation evolves.

Responsibilities

Program Management, Delivery, and Development

  • Lead program management of assigned projects, ensuring project activities are implemented in line with donor policies and procedures, on time, to scope, and on budget.
  • Provide mentorship and support to direct staff to build capacity, through daily communication and regular guidance.
  • Maintain comprehensive implementation records and ensure implementation is systematized and follows existing standard operating procedures that are specifically tailored for remote cross-border management.
  • Ensure that program specific risks are managed throughout the project life cycle.
  • Ensure sound financial management of the program including regular and timely financial reporting against objectives and budgets, in coordination with Finance Department colleagues.
  • Ensure delivery of core Monitoring, Evaluation, Accountability, and Learning (MEAL) activities including, but not limited to baseline, endline, evaluation, post distribution monitoring, incorporation of third-party monitoring feedback and lessons learned, in coordination with M&E Department colleagues.
  • Develop, contextualize, or revise standard operating procedures as needed based on accountability and humanitarian principles, good practices and lessons learned. Review and/or support the drafting of relevant programmatic reports and other internal and external deliverables.
  • Coordinate with relevant departments to ensure quality, efficient and timely delivery of program activities.
  • Identify and work closely with local partners, as appropriate, including capacity building on programmatic topics, implementation support and oversight, and proactive engagement on program design and improvements.
  • Identify priority needs through desk reviews and leading needs assessments.
  • Work closely with the Business Development team on new business development opportunities to expand the Türkiye portfolio, including maintaining strong relationships with key donors, supporting program and budget design, and drafting technical components.
  • Promote a multi-sectoral response through coordination and integration of relevant sectors within Global Communities.

Management and Coordination

  • Hire program management teams and provide management, support and oversight to program staff.
  • Ensure that GC is represented and actively engaged in relevant coordination structures and coordinating closely with relevant entities, including government agencies and other organizations. Ensure GC contributes to products (assessments, minimum standards, technical recommendations) within relevant coordination bodies.
  • Represent Global Communities at donor meetings and maintain close relationships with donors through dependability and quick response to donor requests and questions.
  • Representation to relevant local authorities, government officials, and administrative departments as required and appropriate
  • All other job-related duties as assigned by supervisor.

POSITION SPECIAL RESPONSIBILITIES:

  • Promote a culture of excellence, inclusion, learning, support, diversity and innovation.
  • Up to 30% travel within Türkiye and possible other locations
  • Visit project locations and partner activities for appropriate oversight and representation.
  • Direct supervision of in-country department leadership.
  • Will be required to attend meetings outside of normal business hours, i.e. evenings and weekends.

Knowledge, Skills and Abilities

  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
  • Excellent communication skills, both written and verbal, including ability to effectively communicate across cultures and demonstrated ability to write required documents in a clear, concise, well-organized manner.
  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
  • Commitment to the Humanitarian principles and Do No Harm.
  • Knowledge and understanding of relevant donor rules and regulations.
  • Strong attention to detail and ability to prioritize in a fast-paced environment.
  • Computer literacy, excellent knowledge of word processing, excel and PowerPoint is required.
  • Fluency in English, working knowledge of Turkish highly desirable.
  • A passion for the mission and values of Global Communities, and a commitment to equity and justice.

Qualifications

  • Undergraduate degree in a related discipline such as engineering, agriculture, economics and a minimum of six years of related work experience or a minimum of ten years of related work experience.
  • At least 4 of which are specifically focused on management of emergency response or post-disaster programs.
  • Experience in setting up new country program, capacity building of host country staff in programmatic, leadership and management skills an asset.
  • Prior experience in the MENA region desirable; prior experience implementing projects in Türkiye an asset.
  • Understanding of international best practices, including Sphere Standards and SAP (Safe & Accountable Programming) requirements.
  • Experience with USG donors required, preferably USAID/BHA.

The salary for this position is between $78,705 and 145,604. Salary is based on several factors including qualifications, experiene, and internal equity.
