Pact, Inc. seeks a Senior Program Manager to work on the recently awarded, five-year USAID/Zambia Integrated HIV and Health (ZIH) contract. ZIH will support the USAID and PEPFAR objectives of 95/95/95 and providing service delivery and technical assistance to improve Maternal, Newborn, and Child Health (MNCH) and Family Planning & Reproductive Health (FP/RH) services. ZIH will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians.
The Senior Program Manager (SPM) will play a significant role in directly contributing to the success of ZIH. S/He will be the overall lead for implementation teams at Province and District levels. S/He will be based in the Lusaka office, overseeing three (3) provincial hub managers as well as multiple district hub coordinators. The position will also be responsible for coordinating a team of technical and management/programs implementation staff to develop and oversee annual workplans, targets, and budgets for specific ZIH Program activities. The SPM will also actively engage external stakeholders especially Government of Zambia representatives both from Ministry of Health as well as Ministry of Local Government; other relevant US government implementing partners; and various technical consultants from national province and district levels in planning, implementing, and monitoring program activities. S/He will ensure ongoing comprehensive province and district level oversight and ensure that the province and district level implemenation ZIH teams have effective and efficient inputs and insights into USG, GRZ, and ZIH deliberations in Lusaka and from the Technical Hub in Ndola. Other activities include organizing other relevant process and procedurall and process related training to all staff include direct service delivery staff as aswell as community volunteers.
This is a Zambia based local Position and open to Zambian nationals only.
Be accountable for timely program implementation according to the workplan and budget, identifying proactive solutions to challenges, and achieving quarterly and annual targets.
Prepare required qualitative and quantitative reports and presentations for GRZ, USAID and PEPFAR.
Conduct regular supportive visits to provide on–site support and ensure corrective feedback in selected areas.
Provide matrix management supervision to the Technical Advisor focused on the OVC Preventive Package. This includes support for developing their workplan in line with the Preventive Program workplan and reviewing and approving their deliverables against Pact standards of quality (e.g., standard operating procedures, finalized curricula packages, job aids, etc.).
Ensure that Pact has the necessary human resources for Preventive Program implementation, including sourcing external consultants, working with existing sub-grantees, and identifying new sub-grantees/contractors as required.
Monitor performance and deliverables of organizations under contract and/or sub-grant related to the Preventive Program.
Productively partner and collaborate internally with other Pact departments, including program, technical, grants, finance, administration and procurement to ensure that portfolio-wide support is given..
Develop and maintain an expert-level understanding of PEPFAR’s OVC Preventive Program.
Support start-up and continuing implementation of Faith and Community Initiative (FCI) Justice for Children projects within Tanzania, including the addition of any new components added by the donor.
Develop annual Preventive Program strategies, targets, workplans, budgets, and stakeholder guidance.
Collaborate with the Senior Technical Advisor and other technical team members at Pact TZ national and cluster offices to design Preventive activities in a complementary way to Comprehensive activities.
Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
