Global Communities is seeking a Senior MEAL Manager to join the Humanitarian Assistance team in Kyiv, Ukraine.

MEL Technical Support to Country Portfolio
- Provides consistent support to strategic country level awards to ensure high quality MEL activities, systems and deliverables which meet donor and Global Communities requirements.
- Lead the design and establishment of MEL systems for newly established awards including the development of MEL plans and related products, tools, forms, and mechanisms for data collection and reporting.
- Provides leadership and oversight for awards in the design and implementation stages and timely completion of award or proposal-based needs assessment, baseline activities, additional research or special studies and mid-term and/or final evaluation; including but not limited to supporting developing terms of reference, identification of external consultants, methodology, inception report and tool(s) review and final award deliverables.
- Works directly with program MEL managers and MEL program staff to systematically review existing MEL and accountability mechanism systems, identify areas for improvement and oversee the improvement.
- Lead the development and integration of learning and adaptive management principles, processes, and activities (building from USAID’s CLA Framework) to strengthen the utilization of data and knowledge into program implementation within awards and across the country office. This includes contributing to a culture of continuous learning and improvement and supporting team members in this area.
- Conduct functional analyses of the MEL processes in Ukraine and design strategically placed support to strengthen program-based learning, data utilization and sharing that is regularly shared and accessible to country leadership as well as external stakeholders to enhance the visibility of programs, technical learning, and program improvement.
- Regularly monitors, communicates, and provides training as needed in line with changing MEL requirements and procedures in line with Global Communities and donor policies as needed.
- Collaborate closely with the Feedback Mechanism Manager to ensure accountability mechanisms are relevant and accessible to affected communities and households. Provide technical guidance and support to ensure feedback is appropriately received, documented and followed-up on in line with GC polices and standards.
- Strengthens processes to optimize pathways and results for MEL deliverables across the country award portfolio and country office.
Coordination & Capacity Building
- Coordinate closely with local partners to provide technical support and guidance to MEL systems, ensure accurate and efficient data flows from partners for reporting, share learning, and lead coordination for GC awards around major MEL activities and evaluations, including providing training(s).
- Provides both 1:1 as well as group capacity strengthening and training to MEL Managers and MEL award staff, as well as other staff as appropriate, including to support identified areas for growth which may include the identification of resources and/or professional development opportunities internally and externally.
- Lead regular M&E coordination meetings, information sharing and learning between teams and partners.
- Oversee the development of timely inputs for monthly, quarterly, semi-annual, and annual progress reports and any other required reports.
- Oversee GC’s efforts to document evidence and learning through briefs, case studies, and success stories, including working with members of the partners team.
- Represent Global Communities in external conferences and events as needed.
- Collaborate with the Partnerships Manager on the development and implementation of a MEAL capacity assessment for GC partners.
Technical Support of New Program Development
- Support country level and HQ proposal teams in the contributing to, developing and/or reviewing of relevant core components of proposals with a focus on components related to MEL. Support includes leading need assessments to inform program design, performing desk/secondary research to support proposals.
- Lead and/or coordinate, as needed, country level MEL inputs and/or design workshops for the development of theories of changes and/or results framework, PMP, or other proposal MEL related requirements in collaboration with the proposal team, country leadership and/or the MEL HQ focal point(s).
POSITION SPECIAL RESPONSIBILITIES:
- This position is located full time in Kyiv, Ukraine. This position requires travel to and from conflict affected areas and occasional travel to program offices outside the Kyiv area.
- Supervises a team of MEL Managers and MEL officer supporting a diverse portfolio of activities.

- Undergraduate degree in a related discipline and a minimum of six years of related work experience or a minimum of ten years of related work experience. Master’s preferred in communications, social sciences, or a related field. Master’s degree or higher in Statistics, International Development, or a related field, preferred, but not required.
- At least six years of prior work experience conducting MEAL activities for USAID funded programs required; experience with USAID/BHA preferred.
- Strong data collection and data management skills, including survey design, development of qualitative inquiries, use of digital data collection platforms, and storage and quality control of both quantitative and qualitative datasets.
- Must have U.S. work authorization.
