The Regional Finance Operation team works with the finance teams in 50+ country offices around the world to build capacity, implement processes and systems, and ensure timely and accurate financial reporting. We help recruit local finance teams by writing job descriptions and interviewing and testing candidates. We train on accounting policy and procedure, as well as QuickBooks Enterprise and Infor Lawson, and we help create change management plans to support full adoption. We review and address issues on balance sheets and monthly financial packets. We help prepare management responses to audit reports and action plans to remediate findings. We travel to country offices often to provide on-site support.
PSI seeks a Senior Manager, Regional Finance Operations that will Serve as the counterpart to Directors of Admin and Finance (DAF) or other heads of Finance for the countries in their portfolio. An expert for country offices on PSI accounting systems, global finance policies and procedures, balance sheet review and risk assessments, and audit management.
Your contributions
-Review and address issues on balance sheets and monthly financial packets (includes field grading and other reports). Promote compliance with or assess deviations from PSI global finance polices, provide input on global finance policy development or revisions; support resolution of variances in balance sheet reconciliations between PSI/W and country offices (QBE). 40% of the Time
-Serve as First Line of Support for Field-Based Financial Operations, may include functional (direct) reporting line for one or more country office finance staff. Assist in change management around HQ requirements, including adoption of new policies and procedures. Lead roll-out of new accounting systems and provide post go-live support. 30% of the Time
-Build capacity of Country Office Finance Teams. Provide input on or review of country office finance team structures, recruitment, and onboarding of country office finance team leaders. Provide onsite and off-site training of finance team leaders. 15% of the Time
-Support field office Finance Directors in efficiently conducting and closing local audits, including maintaining a schedule of in-country audits, Work with country office leadership and HQ External Audit team to ensure documentation is compiled quickly and completely for both country and HQ financial transactions, Support timely development and implementation of items identified in management action plans on audit issues 15% of the Time

What are we looking for?
-Bachelor's Degree (or international equivalent) in a related field
-At least 10 years of related work experience in finance/accounting positions in a country office or headquarters environment. Equivalent combination of relevant education and experience may be substituted.
-At least 3 years of supervisory experience
-Working knowledge of ERP systems such as QBE or Lawson.
-Expert Excel user.
-Familiarity with donor funding regulations (i.e., USAID, Global Fund, DfID) and foreign country statutory requirements.
-Chartered Accountant/CPA equivalent preferred.
