Position Overview:
The Senior Manager, Global Policy (Oceans and Fisheries) is a collaborative and dynamic role responsible for leading Rare’s global policy and partnership priorities and goals. The Senior Manager will report to the Vice President, Global Development and will work closely with Global Development Team members on policy, partnerships and public fundraising as well as with the Sr. Manager, Fish Forever leading the shared service policy team.
S/he will use strong project management and policy skills to accomplish the following key objectives: 1) lead strategy development and manage work plans that will secure government support for Rare’s global programs and community-led solutions; 2) build and manage key internal and external relationships; and 3) lead and manage strategies for policy and related public donor engagement and events, with a particular focus on marine resources and small scale fisheries.
Essential Functions:
Strategy and Implementation
- Build Rare’s global policy strategy linked to strengthening the conditions for scale and long-lasting transformative.
- Manage and connect global policy deliverables under specific grants and develop opportunities for connecting local and national political goals with financial commitments.
- Identify and build strategy around key political and financial initiatives, such as 30x30, with a focus on Territorial Seas, Oceans and Small-Scale Fisheries global policies etc.
- Advance and manage Global Development’s Policy and Partnership strategy around oceans and fisheries across various teams, including updating and maintaining strategy guidance documents and resources and working with third party partners or contractors for additional research and resources.
- Working closely with the Sr. Manager for Policy, Fish Forever, to provide direct support to the policy pilar team for identified initiatives like the preparation of briefs and review of policy drafts.
- Lead the development and distribution of relevant global position papers and strategic initiatives.
- Manage special projects, such as multi-country policy initiatives or special events.
- Link local and national policy initiatives as well as local leaders and voices towards global engagement around international Oceans and other Fish Forever engagement issues such as small-scale fisheries, climate change, biodiversity, etc.
- Lead Rare’s strategy on global policy events and fora.
- Build and support the case for integrating coastal fisheries into national and international agreements, as well as the policies, laws, and financing that are designed to improve food security, sustain livelihoods, alleviate poverty, reduce impacts on critical marine habitats, and improve social and ecological resilience to climate change.
- Work with donor leads and governments directly to build and make the case for investing philanthropic, public, and private capital in fisheries governance, community capacity, and value chain improvements to both finance the transition to sustainable fishing and pay for nationwide program adoption.
- Identify and create opportunities to advance the sustainability and financing of small-scale fisheries through international policy agenda around Oceans, Fisheries with connection towards the UN
- Climate Change and Biodiversity Convention and the Sustainable Development Goals etc.
- Provide policy support linked to existing and new grants in support of International Year of Artisanal
- Fisheries and Aquaculture as well as other program relevant activities.
Partnerships
- Advance the partnership strategy in support of the global policy strategy, linked to policy briefs, events, bilateral agreements, etc.
- Represent Rare at official partnership meetings and networks relevant around Oceans and fisheries and link/connect opportunities with relevant Rare policy/country teams.
Program Tracking and Monitoring
- Participate in regular calls with the Fish Forever policy team to update progress on deliverables and flag areas to be addressed.
- Coordinate with the Fish Forever M&E team to ensure updated data on global policy, and partnership related metrics an insight generation.
- Prepare a bi-monthly newsletter or equivalent to highlight key global policy milestones and findings across the program
Qualifications:
- 6 years of experience working on conservation and/or development policy issues (e.g. climate change, ocean, fisheries, water, or community based interventions ) with demonstrated success in engaging governments
- Demonstrated success in analyzing complex programs and/or policies and translating these into simple and relevant briefs and/or work plans
- Strong understanding of global environment and development issues that influence resource allocation by governments and public donors
- Proven ability to network and develop partnerships across a range of stakeholders and a track record of managing complex multi-stakeholder strategies and plans
- Demonstrated experience in relationship management with senior leaders and high-level audiences
- Ability to develop communication and marketing plans, including development of target messaging, audience segmentation, etc.
- Ability to manage multiple simultaneous deadlines while maintaining attention to detail
- Experience in meeting planning and facilitation, such as scheduling meetings, preparing and disseminating related communications
- Ability to work in a culturally diverse environment that requires collaboration and networking with others in dispersed locations
- Willingness to travel frequently within Europe and locations globally where Rare works
- Strong office computer skills are required; knowledge of Salesforce database is a plus
- Proficiency in multiple languages, especially Filipino or Bahasa, is a plus
- An advanced degree in environment, development/international relations, public administration or a related field strongly preferred.
