Position Overview

The Senior Manager, Global Climate Change Policy is a collaborative and dynamic role responsible for leading Rare’s global policy and partnership priorities in the development and implementation of policy goals and financial commitments related to climate change. The Sr. Manager will report to the Sr. Director, Global Development and will collaborate on a day-to-day basis with Global Development team members working on policy, partnerships, and public fundraising.  The Sr. Manager will also work closely with Rare’s global network of Policy, Development, and Communications staff to lead strategic initiatives that build and connect political and financial commitments in support of Rare’s climate change solutions and the Global Development strategy.

The Senior Manager will be well-versed in global climate policy and be experienced in matters relevant to the role an NGO can play in leveraging scale and public funding, including the engagement of strategic partners that will help build government and international support for community-driven solutions to climate change. They will work with a wide range of stakeholders, both internal and external, to engage governments and partners in successful policy and funding initiatives and represent Rare in international forums. The Sr. Manager will provide advice on, and lead, strategies that support climate policy & governance with a focus on key initiatives such as nature-based solutions, regenerative agriculture, and climate adaptation.

In order to thrive in this position, you must be comfortable working in a fast-paced, entrepreneurial organization and enjoy leading strategy and teams to accomplish the following key objectives: 1) lead strategy development and manage work plans that will secure government support for Rare’s global programs and community-led solutions in Rare geographies 2) build and manage key internal and external relationships, and 3) lead and manage strategies for priority policy and related public donor engagement and events, with a particular focus on climate change.

Responsibilities

Strategy and Implementation

  • Continue to build Rare’s global policy strategy linked to increasing the enabling conditions for scale and long-lasting transformative change
  • Manage global policy deliverables for key grants
  • Identify and build strategy around key political and financial initiatives related to climate change, in collaboration with the policy leads on biodiversity, oceans, and ocean-climate
  • Advance and manage Global Development’s Policy and Partnership Strategy around Climate Change Lead the development and distribution of relevant global position papers and strategic initiatives
  • Manage special projects, such as multi-country policy initiatives
  • Lead Rare’s strategy on global climate policy events and fora, including delegation management
  • Collaborate with donor leads and government donors directly to build and make the case for investing philanthropic, public, and private capital in Rare’s work
  • Identify and create opportunities to advance Rare’s approaches, e.g., behavior change, through international policy and to demonstrate Rare’s value as a global climate policy expert

Partnerships

  • Advance and further build the partnership strategy in support of the global policy strategy,
  • Represent Rare and serve as focal point in official partnerships and facilitate partnership opportunities with relevant Rare policy/country teams
  • Cultivate and strengthen partnerships with partners on global climate policy initiatives

Coordination

  • Lead regular calls with program policy teams to ensure coordination on local and national policy updates and provide global policy and partnership updates
  • Coordinate across Rare’s programs and facilitate their engagement in global policy

Qualifications

  • Six  years of experience working on climate change and either conservation or development policy issues with demonstrated success in engaging governments.
  • An advanced degree in environmental conservation, development/international relations, public administration, or a related field preferred.
  • Demonstrated experience and success in analyzing complex programs and/or policies and translating these into simple and relevant briefs and/or work plans
  • Strong understanding of global environment and development issues that influence resource allocation by governments and public donors
  • Proven ability to network and develop partnerships across a range of stakeholders and track record of managing complex multi-stakeholder strategies and plans.
  • Demonstrated experience in relationship management with senior leaders and knowledgeable audiences
  • Ability to develop communication plans, including development of target messaging, audience segmentation, etc.
  • Ability to manage multiple simultaneous deadlines
  • Experience in meeting planning and facilitation
  • Ability to work in a culturally diverse environment that requires collaboration and networking with others in dispersed locations.
  • Willingness to travel frequently for global meetings
  • Strong computer skills are required; knowledge of Salesforce database is a plus
