PURPOSE OF THE POSITION
As the Senior Human Resource Officer (SHRO), you are responsible for maintaining efficient human resource management practices across ChildFund Laos’ HR function, liaise with relevant government agencies for ChildFund Laos’ operations and legal advice. A key part of the role is to ensure the effective implementation of HR strategies, policies and processes, staff performance, capacity building and development.
KEY DUTIES
- Define and implement effective human resource organizational and management structures, policies, and processes.
- Ensure HR are managed effectively and efficiently.
- Ensure legal requirement are met and practices aligned with CFL policies, procedures, and standards.
- Manage recruitment end to end line with HR policy and local laws.
- Manage and lead staff development and performance management, including performance improvement plans and development needs analysis.
- Ensure appropriate training and capacity building of personnel, including key policies for both staff and partners.
- Support with the MOU process, coordinate with Government Liaison and Partnership with related Ministries in Vientiane regarding the new and existing MOU’s application
- Conduct remuneration benchmarking and advise on strategies and practices for allowances and equity across departments.
- Actively contribute to the development and promotion of ChildFund’s values, work culture, and learning approaches.
- Advise senior management on all employment relations matters, manage grievances and misconduct claims in accordance with CFL policy, including end to end investigations, and liaise with representative bodies as required.
- Support country-level policy development as part of the SMT and effective roll-out of organisational policies.
- Ensure health and life insurance for staff are up to date and timely reimbursement from the Company to ChildFund Laos.
- Ensure standard personnel data is stored on HR management system, updated, and available at any time.
- Ensure that personnel recruitment, induction, performance appraisals, contract compliance and renewals, and exits are correctly managed.
- Complete other duties as requested by Acting Country Director.
QUALIFICATIONS & EXPERIENCE
- Relevant university degree in human resource management, business management or other related fields
- Minimum of 5 years of experience in human resources management with an international NGO
- Fluency in written and spoken English and Lao
- Flexible and willing to support the overall goals of ChildFund in Lao PDR
- Strong analytical and problem-solving skills
- Good guidance, counselling and negotiation skills at all level
- Able to maintain confidentiality within the role.
DESIRABLE
- Demonstrated experience in recruitment, conducting interviews and writing role descriptions
- Experience in developing and delivering training
- Experience in the not-for-profit sector.
Remain alert and responsive to any child safeguarding or sexual exploitation, abuse, or harassment (SEAH) risks, acquire relevant knowledge and skills to promote strong safeguarding practices, understand the child safeguarding and PSEAH policy and procedures, and conduct yourself consistent with those policies.
