Pact seeks two (2) Program Officers for the USAID CSM-STAND Sri Lanka Bolstering Civil Society (BCS) Activity, one (1) Regional Program Officer and one (1) Program Officer, based in to-be-identified regions and working under the supervision of the Program Manager based in a BCS project office. The project’s overall goal is to assist Sri Lanka in maintaining a vibrant civil society that empowers citizens to advance the democratic values of citizen participation. Activities will link CSOs across communities, districts, and regions to have a voice in local governance and national reform processes. The positions will serve as primary points of contact of regional and district level CSOs to provide and/or strategically link to technical assistance and conduct frequent and routine subaward monitoring. Further, the positions will provide technical support in start-up and implementation of programmatic activities in addition to managing and monitoring of program budgets and reporting as per adherence to USAID, Pact, and international standards. This is to be a five-year program that commenced in September 2022.
The Program Officers will support overall program management, including administration and management of grants, technical assistance to local partners, implementation of program activities, managing and monitoring of program budgets, and reporting. The Program Officer will ensure monitoring of project progress and subaward management and work with the Program Manager to take corrective action as necessary.
