The Institute for War & Peace Reporting (IWPR) works with media and civil society to promote democratic values, peace building, and good governance in conflict-affected and fragile states. Since our founding during the Balkans conflict in 1991, IWPR has helped civic activists, human rights defenders, women’s rights advocates, and independent journalists make their voices heard and drive positive change in MENA, Africa, Asia, Europe and Latin America. We currently work in nearly 30 countries to build local capacities, strengthen civil society and media organisations, and empower civic actors to remove barriers to free expression and to promote citizen engagement and public dialogue.
The ongoing project is aimed at working with journalists, media outlets and civil society in order to continue to promote democratic growth, participatory governance, and cross-border cooperation, by strengthening civil society and independent media across Central Asia, Eastern Europe, and the Caucasus. The programme has three key objectives 1) amplify journalists and independent media voices producing verified, evidence-based reporting; 2) verify reliable information by strengthening the capacity of civil society and independent media to counter misinformation and disinformation; 3) engage civil society, independent media, public officials and the general public to foster increased dialogue and cooperation.

Summary description:
We are seeking for a Project Manager for knowledgeable in the field of analytics and/or analytic journalism for an existing project. The Project Manager will:
- Manage the development and implementation of the project activities of the IWPR representative office in Kazakhstan, Kyrgyzstan, or Tajikistan;
- Engage CSOs, experts, analysts, media outlets, and journalists as project partners, and work with them;
- Identify and contract consultants to conduct training workshops for partners, think tanks, and media representatives;
- Monitor the progress of program work and control expenditures against budget lines;
- Produce regular narrative and financial reports on the projects.
Tasks And Responsibilities:

Working with the CA Regional Director, CA Program Manager, and editors; to produce a detailed strategy and practical work plan for the projects;

To manage the implementation of project work, as follows;

- To design, arrange and lead training events, expert meetings, panel discussions for partners, experts, and media workers;
- To design, arrange and lead other events including regional school of analytics, round-tables for CSOs, and media representatives;
- To assist the editorial team to deliver editorial output, some of it generated by the editor and the rest by selected media outlets and journalists.
- To identify CSO groups, experts, analysts, media outlets/individual journalists, and state authorities in order to engage them as project partners and provide support for them within the terms of the project;
Outreach:
- To contact and engage with government authorities, CSOs, think tanks and media outlets in Central Asia; inviting them to participate in project activities;
- To encourage a collaborative approach among Government, CSOs groups and positive relationships with domestic media outlets.
Project resource management
- Oversee project expenditure and ensure it is in line with the budget and with IWPR and donor requirements, in conjunction with IWPR finance staff in Central Asia and London.
- Produce scheduled narrative and financial reports for IWPR and the donor in line with their requirements.
KNOWLEDGE, SKILLS:
- Strong command of written and oral English and Russian
- Fluency in one or more CA countries' languages is desirable
- Strong analytical and reporting skills
- M&E technical skills
- Excellent computer skills
- People-management skills
- Ability to analyse and distil financial and narrative information.
- Ability to establish and maintain contacts with representatives of government, think tanks, experts, CSOs, and media outlets.

EDUCATION and/or EXPERIENCE REQUIREMENTS:
- High education in social science or other relevant fields
- At least 3-year experience of work in international projects, preferably in media development or a similar sector.
- The media development project’s management experience is an asset

- Ability to implement systems and procedures
- Working on multiple priorities to very tight deadlines
