Overview of the Position

Social Solutions International, Inc. seeks a Project Director to lead the anticipated Technical, Administrative, and Professional Support (TAPS) Mechanism funded by the USAID’s Bureau of Resilience and Food Security (RFS). TAPS will support existing RFS programming by providing the Bureau and other USAID operating units with entry-to-expert level human resource services and technical assistance across various functions. The services provided will support a wide range of inclusive agriculture-led growth, resilience, nutrition, and water, sanitation, and hygiene (WASH) activities aligned to the objectives of the Global Food Security Strategy (GFSS), the Global Water Strategy (GWS), the Multisector Nutrition Sector, the USAID Climate Strategy, and the USAID Resilience Strategy.

The Project Director will oversee the mechanism's strategy, implementation, and management, serving as the primary interface between RFS and Social Solutions and our consortium of partners, stakeholders, and beneficiaries. The Project Director will ensure that program activities comply with USAID rules and regulations and Social Solutions’ best practices. They will also be responsible for managing the project team, institutional support contractors, subcontractors, and a roster of short-term technical consultants to provide surge support throughout the period of performance for this mechanism. The Project Director is a full-time position based in Washington, DC., and is contingent on contract award.

Essential Duties and Responsibilities

• Oversee the technical, programmatic, and administrative management of a robust buy-in mechanism designed to provide state-of-the-art expertise for the program and project design; expert analyses and problem identification; capacity building for missions and USAID Washington Operating Units around RFS strategic priorities; and deliver administrative support across RFS’ pillars
• Provide high-level technical direction and ensure the timely development and submission of annual work plans, periodic reports, and other program deliverables
• Recruit, train, and mentor a team of professionals providing technical assistance to RFS staff in the areas of program design, management, and administration; capacity building; and monitoring, evaluation, and learning (MEL)
• Build and maintain productive working relationships with RFS, Social Solutions, partners/subcontractors, and stakeholders
• Provide overall HR management support in the areas of performance management, employee relations, corrective action, employee programs, and separation
• Provide strategic oversight and tracking of RFS’ program budget, ensuring alignment and consistency with program tasks and activities
• Serve as the primary Point of Contact for the USAID Contracting Officer
• Ensure compliance with USAID rules and regulations, Social Solutions’ organizational policies, and applicable state/federal employment laws

Requirements

• Master’s Degree in the social or policy sciences (economics  preferred), development studies, or closely related field
• Ten (10) years of experience supporting donor-funded international development programs; experience with USAID-funded programs preferred
• Experience supporting programs in at least one of the following areas: agriculture, resilience, nutrition, and WASH
• Experience with rapid recruitment and program/project start-up and managing large technical teams
• Fluency in English with excellent written and oral communication skills
