Social Solutions is responding to USAID’s solicitation for Global Health Program Evaluation, Analysis, Research and Learning (GH PEARL) - a global, five-year, $ 90 million cooperative agreement. The purpose of this activity is to support countries receiving assistance with maternal and child health, family planning and reproductive health, and primary health care. The approach will be to ensure use of high-quality data and evidence to strengthen policies and program implementation to improve health and save lives in low-and middle-income countries. GH PEARL will provide technical assistance through monitoring and evaluation of programs, conducting of research to fill evidence gaps, and improving the understanding of barriers to optimal program operations and their root causes as well as building the capacity of other organizations to do similar work. GH PEARL will be a global ward jointly managed by the Office of Maternal and Child Health and Nutrition (MCHN) and the Office of Population and Reproductive Health (PRH) in the Bureau for Global Health working in partnership with LMIC leaders, USAID missions and other stakeholders.

Overview of the Position

The Project Director is responsible for providing the overall strategic direction and managerial and technical leadership to ensure that USAID-supported countries are provided a broad range of cutting-edge activities in monitoring, evaluation, research and learning, knowledge management, to assess program effectiveness, identify barriers to program implementation, and guide decision making.

Essential Duties and Responsibilities

  • Serve as main point of contact with USAID and other internal and external stakeholders related to project implementation.
  • Engage in the implementation of field or global activities during the award as appropriate.
  • Develop work planning activities and ensure all contractual obligations and targets are achieved.
  • Manage the technical and operational team to ensure effective collaboration related to program implementation.

Requirements

  • Master’s degree in international development or other relevant disciplines or Bachelor’s degree with equivalent number of years in experience
  • 15 years of demonstrated and progressive experience conducting MERL activities in developing countries
  • 8 years of experience in leading, managing, and implementing large international health and/or development projects
  • Previous experience implementing USAID donor funded projects
  • Previous experience managing a project of similar scope and size
  • Familiarity and past work experience with USAID’s Bureau for Global Health preferred
