Position Purpose
A versatile position within a dynamic nonprofit that provides community-inspired, volunteer-powered disaster relief. The position is full-time and is responsible for overall management and strategic development of the Program Development Team to ensure efficient and effective creation of new projects and programs.

Key Accountabilities
- Leads Program Development Teams to identify and assess potential International Recovery project sites and creates a summary of the potential projects and outcomes of the in-country assessments.
- Supports the development of budgets and construction timelines for all new programs.
- Responsible for delivering technical support and advice to the Program Development personnel when needed. The requirement is not to be an expert in all subjects, but to be able to facilitate questions and identify the appropriate resources to support.
- To work in coordination with our Senior Technical Manager to ensure all construction designs meet the All Hands and Hearts standard of disaster resilience
- Provide support and training to ensure project development staff can successfully execute quick and effective assessments and create a queue of future projects.
- Implement recruitment strategy, for international project development roles, to ensure all positions filled (with time bound & clear understanding of role: identify, train and assign) 30 days prior to each team’s start.
- Lead in the induction and recruitment of Program Development staff, while also coordinating with Global Recovery Manager to support staffing needs.
- Facilitate good communication between Program Development teams and the organizational departments, volunteers and partners.
- Provide support to standardize all relevant documentation and department processes to ensure continuity of project development teams.
- Ensure effective and constant communications with other All Hands and Hearts departments.
- Supports periodic personnel assessments within the Program Development Teams in International Recovery, in a timely manner, in connection with Human Resources.
- Aid in the development of new tools and training to build capacity in project development staff
- Work alongside in-country assessment teams to develop new relationships and maintain existing relationships.
- Work with the management team to understand how the community needs, volunteer interest, and funding availability intersect for any given opportunity. Identify potential advantages and disadvantages to All Hands and Hears for a proposed project and produce a summary of the opportunity
- Work with the security lead to create a security plan detailing Standard Operating Procedures and appropriate Contingency Plans for in-country assessment teams.
- Implement and supervise the reporting strategy of Program Development Teams to Director of Operations and upper management.
- Assist in the creation of Program Development strategy and management tools for monitoring and evaluating the effectiveness of the project team.
- Provide support and assistance to International Response and DART if required.
- Financial responsibilities include program budget creation, revision and monitoring.
- We understand vaccination is the best way to protect our beneficiaries, community members, staff and volunteers. Therefore, we require all staff members working in in-person environments (including program staff, office staff, team meetings and program visits) to be fully vaccinated against COVID-19. Subject to applicable guidance, the term fully vaccinated currently refers to when an individual has received all recommended Covid-19 vaccines, including any booster dose(s) when eligible.

Position Requirements
- Education: Bachelor's degree in engineering or architecture
- Related Experience: 2+ years of experience working in a disaster response context, preferably with All Hands and Hearts. 2+ years of experience in a role with project management responsibilities, including budget tracking and reporting.
- Special Competencies/Certifications Knowledge of international humanitarian standards including Sphere and HAP. Excellent written and oral communication skills and confident working with Google Workspace, particularly Google Docs and Google Sheets. The individual needs to be well organized and have a flexible approach to managing multiple tasks and prioritizing them appropriately. The individual is able to manage a large workload and perform in a fast-paced environment.

Compensation & Benefits
- Compensation Typical starting range: $40,500 - $43,625 USD, which will be based on skills and experience. Annual pay increases may be available.
