Policy Manager

🇺🇸 Oakland, CA, US 📝 FULL-TIME 🎯 MANAGER SUPERVISOR

Liberation in a Generation is looking for a mission-driven, emerging policy advocate to co-design and support the development of the LibGen policy platform. The Policy Manager will be responsible for facilitation, writing, and research that supports team policy development and advocacy strategy. This position reports to the Policy Director and works in close collaboration with teammates across the organization.

Overview

Liberation in a Generation was established in 2019 and is fiscally sponsored by PolicyLink. The teams of the organization (communications, policy, grassroots partnerships and operations) function collaboratively to meet organization-wide programmatic goals. One of our core goals includes developing and advocating for a liberation guarantees policy platform. Our approach includes ground testing, familiarizing and building support for those policies with national and grassroots organizing leaders, advocacy partners and policymakers throughout the country. As part of this work to build this slate of policies, the Policy Manager will be responsible for project management, research, writing, analysis, and supporting the process of listening to partners in the development and refinement of the policies. This position reports directly to the Policy Director and is responsible for coordinating work across teams.

An ideal candidate will have a keen interest in bringing their talents to building bold transformative policy and advocacy on issues impacting racial and economic justice. Successful candidates will have previous organizing, research, policy analysis, and policy/advocacy experience. An ideal candidate will have experience or some familiarity with racial justice, social safety net, health care, housing, income, employment, family care, college, intergenerational wealth or other related policy issue areas. Additionally, strong candidates will have exceptional communication skills and strong people skills.

Responsibilities include:

  • Support the development of policy products/deliverables to advance the Liberation Economy slate of guarantees, and LibGen’s policy priorities:
    • Research and write policy products (e.g., reports, issue briefs, articles, and memos) to help define and advance the Liberation Economy slate of guarantees, and LibGen’s policy priorities more broadly.
    • Assist in developing and executing rollout plans for written policy products.
  • Execute the plan for building the Liberation Economy slate of guarantees:
    • Serve as a liaison that coordinates and engages with experts of colors, advocates, organizers, and researchers in the aim of supporting, building, and refining the policy details, narratives, and high level research on the slate of guarantees, which include health care, housing, income, employment, family care, free college, and intergenerational wealth. These serve as essential anchors to the Liberation Economy platform.
    • Identify high level research needs related to the slate of guarantees and possible research partners.
    • Collaborate with the grassroots team on the engagement of external partners to identify advisors and develop a process for soliciting their feedback on the slate of guarantees..
    • Collaborate with the communications team on the development of narratives, talking points, and other communication material that connect the dots of the oppression economy, liberation economy, and the policies from the slate of guarantees.
    • Represent LibGen at meetings with external stakeholders to build relationships and advance the slate of guarantees.
  • Collaborate with colleagues across LibGen to support grassroots partners
    • Provide policy research support to select grassroots partners working on guarantees-related policies, or campaigns.
    • Support the policy development and iteration process of select grassroots partner organizers with the grassroots director and grassroots manager where needed.
  • Perform other duties as assigned.

Qualifications

  • Demonstrated commitment to racial and economic justice
  • At least 3-5 years of experience in project management and convening around the advancement of advocacy and policy development.
  • Experience contributing to and developing effective written policy products in multiple formats.
  • Creative thinker with the ability to prioritize, execute, and manage multiple projects through its completion with excellence while meeting tight deadlines even in the face of obstacles.
  • Proven ability to synthesize and communicate complex issues clearly and concisely in writing that adapts in its style and format to serve varied audiences.
  • Ability to maintain a high level of accuracy and detail.
  • Collaborative problem-solver.

About Liberation in a Generation

Formed in 2018, Liberation in a Generation is a national movement support organization building the power of people of color to totally transform the economy—who controls it, how it works, and most importantly, for whom. We bring together advocates, community organizers, economists, and other proven and emerging leaders of color across the country to build a Liberation Economy, within one generation. Liberation in a Generation is incubating in PolicyLink. We aim to create political and economic change where people of color prosper. This means tearing down systems of oppression that extract from, devalue, and exploit Black, Latinx, low and moderate income Asians, and Indigenous people. It means building a Liberation Economy where all people of color have our basic needs met, are safe from harm, are valued, and belong.

COMPENSATION

The salary range for this position is $80,000–$100,000. It comes with excellent benefits including paid vacation; health, vision, and dental insurance; and 401(k) retirement plan.

This position may require up to 20% travel
