Overview
The job holder will be part of the group of Operations Preparation Processes within Maintenance and Equipment - Operational Expertise in the Cement Industrial Performance function.
Within the framework of the Holcim policy, objectives and yearly action plans, the job holder’s missions are to:
- Supervise and manage all direct reports, indirect reports and Contractors within the Maintenance Department.
- Assist the OPG Manager to implement the Cement Industrial Framework (CIF).
- Implement the requirements of the Occupational, Health and Safety Management System (OH&S Management System) and the applicable Environmental Management System (EMS).
- Carry out short, medium and long-term planning for all new line Production activities (raw mill, kiln, fuel preparation, cement mill to Dispatch) in order to avail on a day to day basis the required product within the specified quality, cost and time.
- Optimise production related performances across all Plant shops (raw mill, kiln, fuel preparation, VCM and Dispatch) to meet set technical KPIs, OH&S and EMS and cost targets.
- Enforce discipline within the team in line with the Employment of Code of Conduct.
- Track and manage performances of subordinates and Contractors within the Sections under his/her control.
- Propose people development priorities for review and approval by the Operations Preparations Group Manager.
- Implement approved people development actions in line with the annual budgets, IDPs and departmental priorities.

Responsibilities
The main activities and responsibilities are :
- Assists the Operations Preparations Group Manager to systematically and sustainably implement the Group Health and Safety Management System (HSMS) and all related requirements in the Department.
- Assists the Operations Preparations Group Manager to allocate resources towards the implementation of all PSM initiatives from the Group, supported by live tracking of implementation of approved actions.
- Organizes all Maintenance Department activities (own or Contractor) considering the requirements of the Emergency Response Plan (ERP); distributing First Aiders, Fire Fighters evenly amongst shifts.
- Assists the operations preparations group manager to monitor, track and control implementation of the PSM/CCM initiatives from the group
- Actively participates during the discovery processes carried out during the development of the annual Health and Safety Improvement Plan (HSIP) for the Business Unit.
- Implements actions assigned to him/her off the BU HSIP objectivities.
- Supervises direct reports with actions assigned to them off the BU HSIP objectives to ensure timely completion of actions.
- Leads the process of developing the annual projects and other initiatives aimed at the continual improvement processes of the applicable EMS within the

- Initiates and leads the annual reviews of all OH&S work instructions, system procedures and hazard register for the Department ensuring relevance to ongoing situations on the ground and that all employees and contractors are briefed of the contents of the updated documents.

- Assists the new line Operations Preparations Group Manager to carry out the annual OH&S and EMS inductions for all employees and Contractors.
- Manages all Contractors within the Section under his/her control in line with the Contractor Safety Management (CSM) standard.
- Carries out ongoing Contractor evaluations in line with the provisions of the CSM and guidelines and checklists made available by the Procurement Manager.
- Implements the Safe Systems of Work, including implementation of Group Standards and Advisories, ensuring Job Plans are provided for all non-routine work activities, Risk Assessments are carried out, Permits to Work are provided where required in order to provide a health and safe working environment of all stakeholders in the Department.
- Carries out that VPCs as per the set annual objectives and as communicated by the Operations Preparations Group
- Ensures that all OH&S and Environmental incidents in Section are reported as per guidelines of the Group Health and Safety Management System and the Environmental Management System.
- Ensures that RCAs for OH&S and Environmental incidents in the Department carried out in line with the triggers set in the Plant RCA procedure, lessons learned communicated and actions raised are closed timely.
- Ensures that there is a LIVE Walk by Inspection which incorporates inspection of all safety and pollution control devices in the Plant.
- Avails PPE required by all employees in the production Department to allow for safe execution of work at site.
- Manages a system for routine Contractor PPE inspections to check for compliance with the Group and Site-Specific PPE standards, taking actions to correct any deviations.
- Assists his maintenance direct reports to develop and implement the annual SHE training plan for the Department.
- Actively engages subordinates, Contractors, visitors, cross functional teams and other stakeholders on OH&S and EMS issues, through VPCs, safety inspections, tool box talks, key learnings (KL) reviews, etc.
- Systematically reviews risk assessments for all activities on site to ensure completeness and reduce likelihood of a workplace incident due to incomplete risk assessment.
- Manages all change within the Department in line with the approved Management of Change (MoC) procedure for the Plant.
- Implements the applicable provisions of the EMS and related work instructions, system procedures, operational controls and programmes in the Department to ensure compliance with the applicable sections of the EMS in force.
- Ensures that all hazardous substances are disposed off in line with the applicable procedure.
- Ensures that all key issues from the Material Safety Data Sheets (MSDS) are incorporated into risk assessments for activities involving chemical handling.Manages and controls all negative environmental aspects and impacts inherent to the Cement Production activities at Manresa.
- Monitors and controls the performance of all dust plants and other pollution elimination/prevention equipment or installations to reduce the negative impacts from the operations under his/her control.
- Ensures that a housekeeping programme is developed and implemented for the Department to ensure good level of housekeeping is maintained at all times.
Critical tasks :
- (Maintenance operations) Conduct the necessary activities to maintain the condition of the installations and to assure proper functioning of equipments and systems. Ensure maintenance team readiness to efficiently tackle emergencies or urgent breakdowns.
- (Maintenance operations) Manage major corrective maintenance actions, critical spare part and plant annual shutdown programs in coordination with RMSO Maintenance and Production Manager. Establish preventive maintenance plans.
- (People management) Inform and motivate maintenance personnel, ensure their availability and performance according to plant needs and promote their professional development through coaching, individual development plans and trainings.
- (Management – Planning & Cost control) Contribute to plant planning processes (PMP, budget…). Implement effective and systematic solutions to achieve budget and to meet or exceed targets.
- (Standards) Communicate and implement regulations, company goals, local permits, policies and procedures; maintain up-to-date technical documentation; optimize the internal processes and structures. Supervise personnel to apply them consistently and ensure ISO compliance for related activities. Respect MAC standard and follow up weekly MAC targets (KPIs).
- (Maintenance operations) Contribute to NWC optimization by identifying critical parts (based on risk assessment and implementation of preventive maintenance routines on critical equipments) and establishing optimal stock levels of spare parts (through FMEA). Define equipment and component replacement strategy based on systematic risk evaluation.
- (Maintenance operations) Contribute to sourcing and purchasing of CAPEX and third party services: identify needs, provide technical requirements, support tendering, follow up service execution and commissioning, provide input for supplier qualification and evaluation.
- (Innovation and continuous improvement) Consider new techniques and/or technologies to optimize maintenance cost and to improve the technical condition and functioning of the installed equipments. Use experience from other plants or industries
Education/Qualifications
- Degree in Mechanical or Electrical Engineering
- At least 5 years of supervisory experience in a cement production environment.
- Track record of driving performance and visible results.
Experience
- Plant experience in a maintenance position in heavy industry
- Experience in cement operations (industrial) is a plus
- Experience in CMMS (MAXIMO and/or SAP PM)
- Multicultural experience
- Experience in a Corporate or Regional role is a plus
