ABOUT OUTRIGHT INTERNATIONAL
Founded in 1990, Outright International strives to help lesbian, gay, bisexual, transgender, intersex and queer (LGBTIQ) people live safer, healthier, and more empowered lives worldwide. Working from its offices in 12 countries and global headquarters in New York City, Outright documents human rights violations, helps resource LGBTIQ movements and allies, and advocates for the rights of LGBTIQ people.
Outright currently seeks an Monitoring, Evaluation & Learning (MEL) Officer to provide support, conduct, and provide oversight on all Outright program-level monitoring, evaluation and learning. This will include progressively implementing and updating a Monitoring Framework, systematizing Outright’s impact processes, researching and suggesting monitoring tools and scaling Outright’s monitoring systems to allow efficient tracking of program results to inform reflection processes and compliance with reporting requirements.
The position can be based anywhere and may require some travel. The selected candidate will report to Outright’s Senior Director, Global Programs & Grantmaking (located in GMT+2).
RESPONSIBILITIES
The key responsibilities of the role include the following.
Results Monitoring
- With program staff, conduct and oversee data collection efforts, including baseline studies and analysis for Outright programs
- Ensure data collection standards are kept at the highest level
- Prepare quarterly monitoring reports and synthesize data at the country or program level
- Contribute to OutRight events, case studies and other documentation of results, when needed
- Effectively and proficiently write reports, article and other communications about OutRight and the impact of its programs
Training and Capacity Building
- Contribute to the development and finalization of OutRight’s Monitoring Framework, and develop other tools to properly assess and communicate impact
- Provide guidance, develop tools, templates and conduct staff training on key M&E concepts, data collection tools and processes.
Evaluation and Learning
- Provide oversight of external mid-term and final evaluations of OutRIght programs
- Develop Terms of Reference for external evaluation and conduct desk studies
- Compile results data and synthesize information as requested.
QUALIFICATIONS
- A minimum of 3 years of experience in monitoring and evaluation of international programs and/or measuring program/social science impact
- Demonstrated experience and commitment to the pursuit of liberation from persecution based on sexual orientation and/or gender identity or expression within the broader context of a desire to eliminate all intersecting forms of oppression.
- Fluency with quantitative and qualitative research methods, including surveys and focus groups and other data collection techniques
- Strong analytical and data visualization skills with the capacity to communicate to a range of audiences
- Experience working with donor-funded projects, with a familiarity with the facilitation and compliance of government grants, with a particular experience in the administration of US State Department and USAID grants.
- Ability to work in a multicultural, inclusive and equitable environment
- Demonstrated strong organizational, communication, leadership, problem-solving and time management skills.
- Fluency in another language would be greatly appreciated (particularly French, Spanish or Arabic)
- Skilled at training and coaching others on technical systems, and an ease in communicating with technical and non-technical users effectively, while translating requirements to the appropriate level of understanding
- Strong organizational skills; ability to prioritize and to work calmly under the pressure of goals and deadlines
