Counterpart International is currently seeking a Media and Communications Specialist (referred to hereafter as the Specialist) for the Civil Society Strengthening Program (CSSP), a five-year initiative funded by the United States Agency for International Development (USAID) in Haiti. As a sub-partner, Counterpart is supporting Papyrus, a local Haitian non-governmental organization, to implement CSSP. The project goal is to strengthen the capacity of Haitian civil society organizations (CSOs), including faith-based organizations, local groups, and those working with the diaspora that are registered and operating in Haiti. Through this initiative, participating CSOs will be better equipped to develop, implement, and monitor their advocacy and service-delivery activities to the highest quality standards. Counterpart is working across the project objectives to provide technical support to the CSSP program and consortium partners as needed in the areas of thinking and working politically, advocacy, and media. Prioritizing localization, Counterpart is conducting all activities with an eye to transfer skills and mentor our Haitian-based partners to support local ownership and sustainability.

The Specialist will provide thought leadership and guide the application of learning, innovation and best practices in independent media capacity building for the participating Haitian CSOs. The individual will provide media and communications-related technical support across CSSP. The candidate should have proven experience in independent media strengthening as well as a deep knowledge of organizational development methodologies. The Specialist will provide technical guidance and support to the CSSP team and CSO partners. The Specialist will also provide grant-making guidance and support to participating Haitian CSOs, as the project aims to build their capacity to make grants supporting advocacy, journalism, and media activities. This position will report to the Senior Governance Director.

Responsibilities

The primary responsibilities for this position are as follows:

  • Serve as Counterpart’s technical expert in independent media strengthening for the CSSP program, including capacity development for Haitian civil society organizations on media-related activities.
  • Provide technical support on media, journalism, and advocacy issues to the CSSP team in close collaboration with Home Office team. Design and implement strategies to build the organizational capacity of local Haitian media organizations.
  • Provide technical advisement to Haitian CSOs on grant-making to media, journalism, and advocacy organizations. Grants will cover targeted objectives identified through the capacity building activities to support advocacy or journalism and media.
  • Work with Haitian CSOs to develop their collaborative capacity with journalists and media sector representatives in submitting joint proposals for funding opportunities.
  • Provide strategic planning, management, and quality control of media-related deliverables to support the implementation of projects within budget, established time frames, standards of quality, and donor satisfaction.
  • Other duties as assigned.

Qualifications

  • Advanced Degree, and a minimum of 10 years’ relevant experience, or an equivalent combination of education and experience is required.
  • Ability to motivate and inspire teams to perform well, producing high quality. deliverables throughout project cycle from planning, management, and execution to troubleshooting.
  • Demonstrated commitment to excellence in program technical design and experience designing and/or implementing media strengthening programs including civil society/media strengthening/civic engagement and CSO organizational capacity development.
  • Demonstrated understanding of the operational environment in Latin America and the Caribbean, and technical understanding of civic participation and governance issues in Latin America and the Caribbean.
  • Sound and demonstrated project management experience.
  • Ability to produce high quality deliverables throughout the project cycle from planning, management, and execution to troubleshooting.
  • Strong verbal and written communication skills.
  • Strong and demonstrated inter-personal skills, sound judgment, ability to work with diverse teams.
  • Proven multi-tasking skills and attention to detail under time-pressure and on short-deadlines.
  • Fluency in English required.
  • Fluency in French strongly preferred.
