SCOPE OF POSITION:

Under the direction of the Director, Finance & Operations, the Manager, Program Compliance will be responsible for developing and overseeing Oxfam Canada’s compliance framework.  The Manager, Program Compliance will monitor compliance with donor and regulatory requirements, and developing and oversee risk mitigation strategies for Oxfam Canada’s international program. The Manager, Program Compliance will be responsible for (i) the design and rollout of enhancements to the risk management framework; (ii) testing for compliance with Oxfam Canada’s internal policies and procedures; and for (iii) managing misconduct pertaining to fraud.   This includes conducting regular testing and periodic internal reviews of international projects to ensure procedures are followed, and identifying, reporting and following up compliance issues.

The Manager, Program Compliance will also continually evaluate and revise the compliance framework, and engage in Oxfam International and sector processes in Canada on compliance standards.  The Manager, Program Compliance will work closely with staff in Oxfam Canada’s International Programs and Finance & Operations departments, and regularly engage staff of Oxfam Country Offices and local implementing partners through field visits.

This role will include the management and oversite of the compliance team for Oxfam Canada.

MAJOR RESPONSIBILITIES**:** (This is not an exhaustive list of duties to be performed)

Compliance Reviews &  Monitoring Visits (50%):

  • Conducts compliance reviews for projects funded by Global Affairs Canada (GAC) as per priorities determined by an annual risk assessment. Compliance reviews may require field visits to all major country offices according to an approved schedule;

  • Reviews all relevant internal  polices and reports such as Internal Audit Reports, Control Self Assessments, etc.;

  • On a periodic basis tests key Oxfam Canada internal policies and procedures for compliance and report on results to Senior Management.

  • Completes quarterly testing including selection and testing expenditures to ensure donor and Canada Revenue Agency compliance for program expenditure;

  • Travels to partner organization offices to assess controls and implications for oversight provided by Oxfam Canada;

  • Issues compliance reports with findings and recommendations for Oxfam Canada’s management;

  • Maintains the filing system for all field office receipts and financial documents/reports received;

  • Prepares findings report with recommendations for field office sign off;

  • Plans field visits based on the findings of the quarterly testing;

  • Debriefs the appropriate Directors and Managers on the results of the quarterly testing.

Compliance systems architecture and development (30%);

  • Conducts an annual compliance risk assessment to drive compliance activities;

  • Develops and maintains a thorough understanding of current Oxfam International (OI) financial policies and partner agreement requirements;

  • Reviews internal reviews/audits prepared by other Oxfam’s and partner assessments in order to plan site visits;

  • Interacts regularly with OI Risk Assurance Working Group and OI Internal Audit Community of Practice;

  • Develops, regularly reviews and improves compliance policies and procedures including templates, guidance documents, checklists etc.. in consultation with relevant International Programs and Finance and Operations staff;

  • Orient staff on compliance responsibilities, policies or procedures ensuring compliance policies and procedures including templates, guidance documents and checklists are available in centralized location, and that staff are aware of how to find and use the documents;

  • Develops training materials and conducts regular training sessions on compliance for Oxfam Canada and field staff.

Misconduct Reporting & Support for Risk Management (20%):

  • Manages fraud cases reported through the internal misconduct reporting system as per investigation protocol.
  • Monitors fraud cases reported by Oxfam affiliates which affect donor funds and ensures satisfactory resolution and reporting to GAC.
  • Liaise with Oxfam counter fraud teams as and when required.
  • Develop tools and templates for risk management and support senior management with advice on improvements to the risk management architecture.
  • Participate in sector consultations and initiatives on compliance;
  • Liaise with external and internal auditors as and when required;
  • Any other relevant tasks as may be assigned by the Director.

REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES**:**

  • A university degree in a related field (Accounting or Finance) or equivalent;
  • Minimum seven (7) years’ experience in finance and administration, preferably in the non-profit/non-governmental sector, specifically international development or humanitarian agency organizations;
  • Demonstrated understanding of the policies, practices and compliance requirements of a range of donor and regulatory agencies,  such as Global Affairs Canada, and the Canada Revenue Agency and charitable organizations/Foundations;
  • High level of integrity and ethics;
  • Strong attention to detail;
  • Demonstrated experience managing accountability/implementation processes;
  • Strong understanding of auditing standards, internal controls, proper accounting procedures, and best practices;
  • Excellent written and oral communication, organizational, and interpersonal skills;
  • Supervisory experience managing and coordinating teams and individuals;
  • Demonstrated ability to work effectively in a cross-cultural team environment;
  • International experience, preferably within a compliance, audit or monitoring setting;
  • Must be a self-starter who is detailed-oriented and possesses sound judgment and can maintain confidentiality;
  • Strong computer skills in the area of accounting systems, spreadsheets, word processing, and electronic communication are essential;
  • Ability to travel internationally including to fragile states;
  • Commitment to global justice, women’s rights, gender equality and social change;
  • Willingness to sign and abide by the Oxfam Code of Conduct.

DESIRED ASSETS:

  • Professional internationally recognized accounting designation such as CPA, CGA, or CMA;
  • Working knowledge of Spanish and French (highly desirable).
