Lead Environmental Project Manager

About the opportunity

SWCA is seeking a Lead Environmental Project Manager in Houston, TX.  You will have a broad range of skills to work with a team lead/support permitting efforts in the transmission, power generation, and oil and gas markets.  The position requires proven experience with all phases of project development including initial constraints analysis, permitting, preconstruction planning, construction, and post-construction operations and maintenance. This position requires the ability to work independently and coordinate with large project teams to support senior project management throughout all phases of a project’s life-cycle.

This is a part-time, regular status position with ability to be distributed within Texas.  You will be managing or supporting energy development projects primarily in the Gulf Coast and Southeast regions with opportunities work throughout the United States.

What you will accomplish

  • Serving as Project Manager or task lead on the preparation of key aspects of environmental planning documents, including pre-application activities and project planning; developing project descriptions and supporting documentation; preparing technical reports; public involvement and stakeholder outreach.
  • Serve as a project manager or task lead on projects of varying size and complexity.
  • Work closely with SWCA senior project managers on complex FERC regulated and non-regulated pipeline projects.
  • Lead or work on teams to complete FERC Sections 3 and 7 Permit Application and/or 3rd party NEPA documents.
  • Lead or support the preparation of Regulatory Permit Applications to agencies such as the U.S. Army Corps of Engineers, and other State Environmental Protection Agency environmental permits.
  • Manage and lead project teams working on generation and transmission projects.
  • Serve as the regulatory/permit compliance liaison between agencies and clients.
  • Communicate effectively and pro-actively with diverse project stakeholders, including regulatory agents, field crews, trade workers, and third parties regarding project status, schedules, and compliance issues.
  • Build new relationships and supporting the development of client capture plans.
  • Use of strong organizational and communication skills in writing, verbally, and graphically.

Experience and qualifications for success

  • Bachelor's degree in an environmental related field, or demonstrated equivalent experience.
  • A minimum of eight (8) years of permitting and natural resource related experience.
  • A minimum of three (3) years as a project manager
  • Experience in energy generation, transmission, and/or oil and gas.
  • Working knowledge of Microsoft suite of products (Excel, PowerPoint, Teams, and Word).
  • Working knowledge of federal, state, and local permitting laws and processes.

Preferred Qualifications:

  • Experience in regulatory permitting throughout the U.S. Gulf Coast and Southeast regions
  • FERC related infrastructure project experience.

Additional Information:

  • Ability to travel up to 20% regionally.

An employee in this Houston, TX_-based_ position can expect an hourly pay rate of $39.90– $52.50/h__our. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
