S****COPE OF POSITION:

Under the direction of the Manager, Humanitarian Unit, the Humanitarian Program Assistant (HPA) provides overall program and administrative support to the Humanitarian Unit. The HPA supports program information management; administration and planning; program development; as well as support to program communications and fundraising for all programs within the Humanitarian Unit.  Like all positions in the department, the HPA supports the application of Oxfam’s feminist principles in ways of working, and in Oxfam Canada’s international programs implementation.

MAJOR RESPONSIBILITIES**:** (This is not an exhaustive list of duties to be performed)

Program support:

  • Maintain data and files on partners, projects and contracts in keeping with organizational standards;
  • Provide program administration and information management support (e.g. updating templates, extracting and formatting lessons learned etc.);
  • Provide administrative support to the Humanitarian Unit manager with regards to project implementation and tracking;
  • Other related duties as assigned.

Humanitarian Unit administration and planning:

  • Participate and support organizational processes, including appeal fund monitoring and disbursements, humanitarian team meetings, departmental retreats, working groups and committees (inter-departmental or otherwise) as assigned;

  • Support the Humanitarian Unit Manager to track fund balances, program cost recoveries and data entry of budget information;

  • Provide administrative support to the Humanitarian Manager on events and activities as needed;

  • Provide support to the Director of International Programs (DIP) on organizing departmental events and training activities, as needed;

  • Other related duties as assigned.

New Business Development support:

  • Provide administrative support, as directed by the Manager, in the development of new proposals (institutional or private humanitarian donors);
  • Prepare agreements for small grants and appeals (donor contracts, partnership agreements, etc.) as directed by the Manager;
  • Other related duties as assigned.

Communications and fundraising support:

Support effective linkages and communications with external stakeholders, specifically, on the following:

  • Provide updated content, as requested, and directed by the Manager, on the Emergency Response Fund (ERF) and other humanitarian online pages;
  • Support the Humanitarian Unit by reviewing for accuracy program content being used by Fund Development, Communications or International Programs departments. Act as member of the Emergency Response Team and support joint humanitarian and fund development appeals at Oxfam or through the Humanitarian Coalition;
  • Other related duties as assigned.

REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES**:**

  • University degree in international development, humanitarian studies or related field;
  • A minimum of 2 years’ experience in providing administrative support to international development or humanitarian programs. Internship(s) will be considered as experience;
  • Experience in the preparation of funding applications, project reports and related documentation;
  • Knowledge of various technical and social media applications that could be used to promote Oxfam’s long-term development and humanitarian messages;
  • Understanding and demonstrated knowledge of key issues related to long-term development or humanitarian action;
  • Excellent verbal and written communication skills in English. Fluency in French, or Spanish is an asset;
  • Demonstrated ability to prepare documents and presentations that exhibit analytical capacity;
  • Demonstrated capacity to understand and apply established financial and administrative procedures;
  • Commitment to, and knowledge of, gender equality and women’s rights;
  • Proven capacity to work collaboratively and proactively with colleagues in a team-based organization and to engage with a variety of counterparts (government and non-government), funders, and the public;
  • Proven ability to work in a self-directed manner in time-bound and sometimes stressful circumstances;
  • Proven ability to work effectively both independently and in a team-based environment;
  • Strong interpersonal and organizational skills;
  • Strong computer skills in word processing, spread sheets, e-mail and Internet;
  • Willingness to sign and abide by the Oxfam Code of Conduct.
