POSITION OBJECTIVES
The Human Resource and Liaison Officer is responsible for assisting the Country Director in leading, managing and supervising all aspects of ChildFund Myanmar’s Human Resource Management system that includes developing, advising on and implementing HR policies and procedures within the organization. The role will be a key driver in ensuring the effective implementation of HR strategies, policies and processes and the specific HR strategies requires to build capacity and the role will also covers for ensuring staff safety and security. S/he will also be the focal person for liaising with the key stakeholders.
REPORTING STRUCTURE
The Human Resource Officer will report to Country Director. S/he will work closely with all ChildFund Myanmar staff as well as ChildFund Australia HR group. (HR-80% and Liaison-20%)
KEY AREAS OF RESPONSIBILITY
Key duties for the Human Resource Officer include:
Key area 1: Recruitment and Selection Process
- Coordinate on conducting the recruitment process through internal posting, database, advertising, direct search as well as interview process;
- Coordinate with other departments on final interview arrangement and employment offer letter, and contract for new hire;
- Coordinate on setting up database of the applicants;
- Induct new staff and provide on‐going guidance and training to all staff on administration and personnel policies and procedures;
- Provide information on procedural matters related to social insurance, health, security and local law etc.
Key area 2: Training & Development
- Analyse and identify training needs in conjunction with line managers through job analysis, appraisal schemes and regular consultation with line managers;
- Develop Capacity Development Plan based on both the organization’s and the individual's needs;
- Explore and suggest to the team the training resources based on the approved capacity development plan;
- Support the line managers and trainers solve specific training problems, either on a one‐to‐one basis or in groups;
- Evaluate training and capacity development plan, and revise plan as necessary, in order to adapt to the changes that occur in the work environment;
- Encourage staff on e‐learning techniques.
Key are 3: Performance and Compensation
- Conduct orientation on HR software system and Performance Development Approach;
- Coordinate the annual performance review by communicating with relevant people, collecting and compiling reports through HR System;
- Manage employees’ financial and non‐financial benefit packages;
- Prepare monthly salary payment list in coordination with the finance team.
Key area 4: Personnel Administration and Filing
- Maintain and update personnel files of employees and leave record through the personnel database system;
- Work directly with the Insurance Company and Social Security Fund to do all procedures regarding to staff insurance (group personal accidents and hospitalization), ensure the reimbursement from Company to ChildFund Myanmar on time;
- Manage the authorised modules in HR software system such as: Recruitment, Training, Employee profile, Leave;
- Liaise with the finance team for staff registration and other personnel issue authorized by the Country Director.
Key area 5: Organizational Development
- Participate in the development of ChildFund Myanmar’s policies and strategies in co‐operation with other Support team’s members;
- Contribute actively to the development and promotion of ChildFund Myanmar values culture and learning approach;
- Conduct or organize training or other capacity building activities where appropriate with staff, partners, local volunteers and other relevant groups relevant to administration procedures.
Key area 6: Staff Safety and security
- Ensure, as the focal person of Security Management Plan implementation, for staff safety and security at the organization.
Key area 7: Liaising and Representation
- Act as the focal person on representing ChildFund Myanmar with governmental departments mainly in regard to organizational perspective such as MOU and organizational registration renewal, submitting reports;
- Participate in external workshops, working groups, and other meetings relevant to the HR sector;
- Establish appropriate information‐sharing relationships with staff in similar positions within other INGOs, government agencies and academic institutions in Myanmar and internationally;
- Perform other duties as advised by line supervisor.
