Global Communities is seeking a Deputy Country Director to join the Humanitarian Assistance team at the headquarters in Ukraine. The Deputy Country Director (DCD) will support the Country Director with humanitarian program implementation, overseeing day to day management and coordination of humanitarian program activities. The DCD supervises the Ukraine MEL Director, Program Directors, and Program Managers in the Ukraine mission, ensuring effective implementation of humanitarian program activities, including establishing and rolling out program management systems and ensuring on-time submission of high-quality donor deliverables. The DCD will also ensure coordination and information sharing between humanitarian programs to leverage lessons learned and identify further opportunities for coordination.
The DCD will work closely with Global Communities’ Chief of Party, Program Directors, and Country Director to support the adaptation and refinement of portfolio-wide approaches to project management. The DCD will also work closely with the Country Director to identify opportunities for portfolio growth and business development. Stands in for senior leaders in the Ukraine country office to cover for key functions when other leaders are on rest and recuperation (R&R) breaks. The DCD will serve as Acting Country Director when required. The DCD is based in Ukraine and reports to the Country Director.
Responsibilities
Responsibility Area: Management, Leadership, Representation, and Coordination
- Support Country Director with external representation as required.
- Attend coordination meetings which are relevant to country programs.
- Represent Global Communities at task force meetings, assessment missions, sector coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate.
- Liaise closely with local authorities, relevant donors, and partner agencies.
- Coordinate donor and stakeholder visits to field sites as needed.
- Represent the Country Director at external and internal meetings as requested.
- Serve as acting Country Director in the absence of the Country Director.
- Directly supervise senior program staff (Program Directors/Managers and MEL Director)
- Conduct performance appraisals for direct reports, ensure timely and regular feedback and provide mentoring on individual performance.
- Enable a culture of coaching, mentoring, and training of staff to ensure learning and adapting.
- Ensure all program team members understand and carry out their duties in accordance with GC’s values.
Responsibility Area: Program Delivery and Development
- Global Communities implements humanitarian and development activities in Ukraine, the Deputy Country Director will support the Country Director with overall responsibility for humanitarian program management and delivery.
- Regularly update country office leadership on progression of humanitarian programs during weekly SMT meetings, contribute data on progress of program deliverables for country office dashboards, and through ad hoc reporting and coordination with leadership.
- Ensure all programs are implemented according to strategy, work plans, and budget, in addition to meeting indicators and deliverables as per award requirements.
- In coordination with Program Directors/COPs under supervision, determine appropriate frequency of regular visits to the field to ensure proper implementation of activities, determine programmatic gaps, etc. with up 30% travel within Ukraine.
- Liaise closely with Director of Finance and Administration to ensure humanitarian programs are on track for financial spending, including through the review of spending plans and monthly pipelines.
- In collaboration with the relevant Program Manager/Director, coordinate grant kick-off meetings for any new funding received, including program, logistics, and finance.
- Work with the MEL Director to design and implement a reporting system to monitor and evaluate the objectives, indicators, and outcomes of humanitarian programs.
- Ensure delivery of core Monitoring, Evaluation, and Learning (MEL) activities for humanitarian programs including, but not limited to baseline, endline, evaluation, post distribution monitoring, incorporation of third-party monitoring feedback and lessons learned.
- Analyze data gathered and propose alternative strategies of program implementation.
- Ensure that program specific risks are managed throughout the project life cycle.
Responsibility Area: Reporting and Knowledge Management:
- Accountable for timely delivery of all agreement deliverables for humanitarian programs.
- Oversee compilation of monthly and quarterly reports, ensuring accuracy and timeliness
- Ensure quality control over all deliverables under the program by reviewing report drafts, and drafting content as necessary.
POSITION SPECIAL RESPONSIBILITIES:

Knowledge, Skills and Abilities
- Proven ability to work in a fast paced, demanding environment, often working under pressure in insecure environments.
- Ability to process information and synthesize for key decision- makers.
- Knowledge of partnership management best practices, including working with local NGOs, CSOs or national response mechanisms.
- Strong cross cultural communication skills.
- Strong interpersonal and representational skills.
- Knowledge of humanitarian response coordination architecture, mechanisms, and standards.
Qualifications
- Undergraduate degree in a related discipline and a minimum of eight years of related work experience or a minimum of 12 years of related work experience.
- At least six years of experience in complex emergencies.
- At least five years of experience in a senior leadership capacity in an international post.
- Demonstrated experience delivering or overseeing humanitarian assistance programming.
- Demonstrated experience managing partnerships or locally led projects (through small and large grants), including overseeing capacity assessments, capacity development plans and co-creation with local partners.
- Competent understanding of US government rules and regulations and prior experience working with USAID funding required.
- Excellent communication skills, both written and verbal, including ability to effectively communicate across cultures and demonstrated ability to write required documents in a clear, concise, well-organized manner.
- Excellent interpersonal and relationship-building skills, including with donors, partners, direct reports, supervisor, and colleagues.
- Demonstrated experience managing complex, multi-sector humanitarian portfolios; experience with USAID/BHA funding required.
- Working proficiency in English required. Knowledge of Ukrainian is desirable.

The salary for this position is $126,794 - 190,242. Salary is based on several factors including qualifications, experience, and internal equity.
