Global Communities is seeking a Chief of Party (COP) for the anticipated USAID West Bank/Gaza The Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).

Under the direction of the Chief of Party, the DCOP will help provide management, and strong technical support in the implementation of the project. Responsibilities

The Deputy Chief of Party will be responsible for overseeing the technical teams and technical activity implementation. The DCOP will liaise with, guide, and ensure that the project’s implementation is aligned with its approved workplan and budget, and meets targets for achievement while providing high-quality technical assistance to government officials, civil society leaders, and others. The responsibilities include, but are not limited to, the following:

Technical Leadership:

The DCoP  will be responsible for overall technical excellence of the project.  The DCOP will lead technical teams to maximize impact and effectiveness of the project by responding to the needs of the implementing teams and maximizing integration across the project's strategies and approaches.  The DCoP will liaise with, guide, and ensure that the project’s implementation is aligned with its approved workplan and budget, and meets targets for achievement while providing high-quality technical assistance to government officials, local partners, faith, private sector institutions, and others. The responsibilities include, but are not limited to, the following:

  • Provide technical direction, management and supervision and coaching of project staff, local partners and consultants at national and regional levels

  • Ensure high quality technical deliverables – including workplans and technical reports – are developed, reviewed, submitted and approved on schedule and within budget parameters

  • Provide oversight to the MERL Director for documentation and sharing of knowledge and emerging lessons from application of high impact project services

  • Lead planning, development and dissemination of visibility products such as technical publications, briefs, blogs, conference abstracts

  • Ensures robust and regular representation and reporting of the project in national and regional level coordination groups, multi-sectoral forums and initiatives, including technical forums of relevant communities of practice

  • Ensures continuous engagement and information sharing among community leaders, local partners and other key stakeholders as well as building capacities in use of evidence base to inform decision making.

  • Ensures that gender and other cross cutting issues are well integrated and mainstreamed in the project and desired results are measured periodically to inform subsequent strategic program actions.

  • Conduct regular site visits to observe project progress, supervise data quality assessments and obtain feedback from participants and stakeholders.

  • Use principles of adaptive management and data-driven continuous improvement processes and develop appropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.

  • Hold monthly and quarterly project review sessions with staff and partners to routinely assess and improve project performance against workplan and targets

Operational Management:

  • Assume the position of Chief of Party role when the COP is not available.
  • Work with senior staff to ensure that financial reports to USAID effectively and accurately communicate project progress, achievements, challenges, and utilization of funds.
  • Represent Global Communities and the project at meetings with multiple local stakeholders (other NGOs, government officials, private sector institutions, etc.) as needed and necessary.
  • Promote Global Communities’ values (purposeful, committed, genuine, and connected) and ensuring that all project staff demonstrate these values.

Qualifications

  • Bachelor’s degree in development or relevant social science areas, preferably in gender, institutional capacity building, women’s empowerment or women’s leadership desired

  • Five (5) years’ experience as deputy technical director, senior management/specialist, or equivalent position, on a USAID funded program involving the administration of large, USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.

  • International NGO experience is strongly preferred

  • Minimum of four years of experience in project management.

  • Demonstrated expert technical knowledge in gender equality and female empowerment and leadership. This will include things like skills development, mentorship and networking, gender-based violence, national and institutional level enabling environments for women’s participation, and promoting inclusive social norms.

  • Excellent track record of achieving results in similar gender equality activities, demonstrated high level leadership, interpersonal, technical and analytical skills.

  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.

  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.

  • Knowledge/experience with USAID rules and regulations required; experience managing USAID cooperative agreements preferred.

  • Demonstrated experience and understanding of relevant local laws, regulations and policies is required.

  • Management/supervisory experience is required.

  • Experience working in positions that require excellent interpersonal skills and ability to network and maintain effective working relationships with diverse sets of stakeholders.

  • Experience working in gender equality and female empowerment issues in the Middle East and West Bank and Gaza experience preferred

  • Languages: Full Professional Proficiency in spoken and written English. Arabic language fluency desired.
