Global Communities is seeking an experienced Deputy Chief of Party/Technical Director for an anticipated Lowlands Health Care Activity in Ethiopia. The purpose of this award is to improve maternal, newborn, child and adolescent health, family planning, and reproductive health (MNCAH/FP/RH) outcomes by strengthening PHC. The activity will build local capacity and closely work with the MOH and the respective RHBs to improve Primary Health Care (PHC). It supports implementation of the Health Extension Program (HEP) Roadmap and the Government of Ethiopia’s overall effort to achieve the Health Sector Transformation Plan (HSTP).
The Deputy Chief of Party/Technical Director is responsible for technical leadership of the MNCH/FP/RH and HIV program and for managing a team of senior staff and sub-partners and ensuring quality, timeliness, and efficiency of all products and activities generated under the project.
A Master’s degree or higher in management, public health, social/behavioral sciences, or in a closely related field is required;
At least eight years of progressively increasing technical leadership/management responsibility, including experience with direct supervision of professional staff, preferably with a program of an equivalent size and scope is highly desired;
Progressively responsible professional experience in health systems strengthening, service delivery, SBC or other related fields including several years of management and supervision experience; significant experience working in RMNCAH-N programming is preferred and highly desirable;
Experience interacting with local governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials is desired;
Experience managing and coordinating USAID-funded complex multi-sectoral development programs, in Ethiopia is desired;
At least eight years of experience working with US Government cooperative agreements or contracts in senior program management capacity is desired;
Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts is desired;
Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service-orientated NGOs, civil society organizations, donors, etc. is desired;
Strong communication skills, including interpersonal, presentation, written and oral English, to fulfill the diverse technical and managerial requirements of the Activity and to coordinate effectively with a wide range of stakeholders.
Strong analytical skills; and clinical experience
Demonstrated experience at developing institutional capacity in government institutions in Ethiopia or similar context.
