TERMS OF REFERENCE

Development of Coffee Table Book entitled “Bridging Communities: The Inspiring Journey of Camp Bilal's Transformation in Munai, Lanao del Norte”

(Philippine Nationals only)

I. Background and Rationale

The Bangsamoro in Lanao del Norte has a long history of conflict and violence that has led to the displacement and suffering of countless individuals and families. In recent years, however, there have been positive developments in the peace process, including the planned transformation of Camp Bilal, a former stronghold of the Moro Islamic Liberation Front (MILF), into a peaceful community.

This transformation has been made possible through the efforts of various stakeholders, including the 2nd Mechanized Infantry Brigade of the Philippine Army, Pakigdait Inc., the Provincial Department of the Interior and Local Government of Lanao del Norte, the Philippine National Police, the Provincial Government of Lanao del Norte, the Congressional District Representatives of Lanao del Norte, and the LGUs of Munai, Tangkal, and Tagoloan. Together, these stakeholders have worked towards healing and reconciliation, especially between Camp Bilal and the coastal communities of Lanao del Norte.

II. Objective

The coffee table book will be featuring the personal testimonies and visuals to showcase the journey towards peace and inspire hope to other communities and generations on the planned transformation of Camp Bilal that is a significant milestone in the peace process in Lanao del Norte. The contractor will shoot, document, design & production (Including Editing, Photo-Editing, Developing Info graphics and Proof-Reading and printing Coffee Table Book. The book should resonate with both national and global audiences.

III. Scope of Work & Technical Requirements:

The coffee table book is to be empathy driven, moving and motivational, told mainly from the perspective of the diverse stakeholders (particularly women), with interviews and inputs from local communities, partners, decision makers or policy makers and other stakeholders. The Coffee Book Table should be produced at high quality standard, high-definition and colorful, with clean stylistic touches.

The scope of work will include:

  1. Conceptualization creation/generation, designing, lay-out, photo-text content development, illustrations editing and printing of coffee table book.
  2. Photo research, photography, photo-sourcing, photo-selection, photo-correction. Only original photos are acceptable.
  3. Text-content development editing of contents, preparing the design/layout and it’s editing & copy writing for the project. The way of storytelling must be are precise, crisp and include narratives that inspiring.
  4. Design the overall look of the book, the fonts to be used and the paper to be used. This includes type setting of the book, ensuring illustrations and captions are correct, preparation of Headings
  5. Effective coordination for collating content and reference material, photos and design including appropriately placing of photographs, Preparing bibliography
  6. Layout the texts and photographs in the book. This includes ensuring high quality of work (editorial, design).
  7. The coffee table book will only be limited to 100 pieces, full color, and hardbound.
  8. Delivery of soft copies

IV. Expected Timeline

The Consultancy is from 18 April 2023 to 30 April 2023. The final product i.e., the coffee table book as well as all the raw material and project files, should be given to Nonviolent Peaceforce no later than 30th April 2023.

V. Location

The contractor is expected to travel to the different areas of Lanao del Norte.

VI. Deliverables & payment distribution:

Payments of total budget will be processed upon delivery of the following product along with invoice:

  1. Upon submission of the activity workplan (50%)
  2. After completion of the deliverables (50%)

VII. Copyright and Intellectual Property Rights

In consideration of the fees paid, the Consultant expressly assigns to Nonviolent Peaceforce any copyright arising from the works the consultant produces while executing this contract.

The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Nonviolent Peaceforce.

VIII. Qualifications

The Contractor is expected to have the following qualifications:

  • Minimum of five years’ work experience in the area of photography writing, producing, directing and editing photographs (give details and knowledge and experience in latest photography software);
  • Access to highest quality camera, light, sound and editing equipment
  • Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism;
  • History of performance excellence regarding themes/target groups that are the same as/similar to the above-mentioned ones.
  • Exceptional photography skills
  • Excellent photo and editing skills.
  • Experience working in remote areas of Lanao del Norte
  • Proven ability to work in multicultural environment.
  • Ability to adhere to deadlines and flexibility,
  • Availability to travel immediately, upon signature of contract;
  • Track record of successful materials photographed in the province and/or on similar topics would be an asset.

  • A detailed technical proposal clearly demonstrating a thorough understanding of this TOR and including but not limited to the following:
    • Consultant/Company Profile
    • Demonstrated previous experience in similar assignments and qualifications outlined in this TOR (provide 2-3 sample works)
    • Work plan
    • Team composition and level of effort of each proposed team member (include CVs of each senior team member)
    • A financial proposal with a detailed breakdown of costs for the study quoted in PHP.
