Oxfam in Timor-Leste is looking for a Consultant for Scoping Study: Climate Finance in Timor-Leste.

Required Knowledge & Experience

The consultant should have the following qualifications and experience:

The following knowledge, skills, and experience are required in order to provide the Services:

  • Significant work experience in the area of climate change and/or climate finance, ideally in the Timor-Leste context
  • Familiarity with international climate finance architecture and key funding mechanisms
  • Demonstrated skills in research and analysis, including competence with both qualitative and quantitative methods
  • Excellent understanding of the Timor-Leste economic, social, political, and natural environment
  • Sound understanding of gender and social inclusion issues
  • Sound understanding of governance and social accountability issues
  • Very good written and oral communication skills, including the ability to articulate complex concepts in a clear, accessible, concise and logical manner
  • Ability to work in a participatory, empowering, culturally and socially inclusive manner
  • Working proficiency in both English and Tetun preferred

Submission Procedure

Consultants or firms interested in applying will need to submit the following:

  • Cover letter briefly outlining relevant experience with this type of assignment.
  • A proposal outlining the proposed approach and methodology for the consultancy, inclusive of daily rate in USD (including Timor-Leste tax) and all costs in relation to travel (international and/or domestic), meals, accommodation, and other expenses related to the consultancy.
  • Curriculum vitae with three references.
  • An example of a relevant piece of written work.
