Consultancy Assignment to Review Safeguarding Policy and Processes

We have a Safeguarding Policy that provides clear  definitions of what Safeguarding means for Hivos , sets standards across the organization, and gives clear guidance on how to apply the policy throughout the organization and in relation to partner organizations.

Terms of Reference: Safeguarding Consultant

  1. Consultant to have a debrief session with the Safeguarding Project Leads.
  2. Conduct a refresher session with Human Resources and Confidential Counsellor on safeguarding. The session will include HR highlighting the challenges in practical implementation of the current Safeguarding Policy.
  3. Conduct a refresher session with International Works Council
  4. Consultant to update/upgrade Hivos Safeguarding policy in line with best practice and take into account challenges with the practical implementation of the safeguarding policy.
  5. Consultant to benchmark policy against Regional and International Best Practice.
  6. Consultant to include how the Hivos Safeguarding policy will link/ integrate with key stakeholders and partners policies on safeguarding
  7. Consultant to present the suggested updates/changes to the Management Team.
  8. Consultant to Train Human Resources and Complaints Committee on their role in Safeguarding.

Deliverables

  1. An assessment of current Hivos policies and practices on Safeguarding and a report outlining findings and any bottlenecks.
  2. An Updated Safeguarding Policy which includes clear steps/processes on safeguarding.
  3. Trained Focal Persons on Safeguarding.
  4. The Consultant shall give regular updates as agreed with Hivos.

Consultant Experience

This project will be conducted by a consultant with experience in;
• Developing Safeguarding Policies at a global level
• Proven track record of at least 5 years’ experience in developing Safeguarding Policies which cover multinational and cross-cultural teams.

Requirement for proposal for consideration

• Share a technical proposal how they could conduct the assignment including methodology.
• Share a financial process detailing the costing of the assignment

• How they would fit their timeframes to the required timelines

Timeframes

• The assignment is expected to take approximately 3 months starting 1st week of June 2023
• A draft policy should be available for review by the Management Team by 30 July 2023
• Awareness sessions and Training of key stakeholders should be completed by 31 August 2023.
