Background
Free to Be Me (F2BM) is an ambitious, daring, and innovative program that aims at building a vibrant LGBTIQ+ movement that is confident and able to lobby and advocate for their human and economic rights. F2BM aims to bring together organizations and individuals that will contribute to advancing LGBTIQ+ leadership in advocating for social and economic rights and bring an alliance of organizations who are experienced and strongly committed to improving the lives of LGBTIQ+ people worldwide. The alliance comprises of three consortium partners: HIVOS (lead agency), ILGA World, and Positive Vibes and three technical partners –SOGI Campaigns, the Global Interfaith Network (GIN) and Workplace Pride.
F2BM is implemented in fourteen countries in Southeast Asia, the Middle East and North Africa, and East, Southern and West Africa.
We bring LGBTIQ+ people and organizations from all of the LGBTIQ+ rainbow together in inspiring Communities of Action (CoAs), and empower them to strengthen or build the movement. Within our overarching Theory of Change, which is anchored on the principle of local ownership, LGBTIQ+ communities will decide on objectives, strategies and activities to engage key actors and convince duty-bearers to improve their human and economic rights. F2BM is the first program to pave the way for targeted lobby and advocacy to mainstream SOGIESC issues in economic development programs. The CoAs will focus on improving the economic inclusion of LGTBIQ+ people in their respective countries, while our trailblazer approach maps, connect and inspire key actors, help them develop a strategic global action plan and initiate pilot research to find out what strategies work best. The five-year program started on April 1st, 2021 and is funded by the Dutch Ministry of Foreign Affairs, under the Strategic Partnership Fund, which is part of the Strengthening Civil Society subsidy framework.
Context
The economic position of LGBTIQ+ people is precarious for many and far from ideal for most. From our problem and context analysis, as well as our rightsholder interviews, it is clear that specific attention to this group is needed if governments and other donors are to live up to the pledge of Agenda 2030 to leave no one behind and to reach those left furthest behind first. That LGBTIQ+ people are part of this group is evident160, yet few are paying specific and structural attention to their socioeconomic needs. Still, this specific attention is crucial because 'general' programs are not effective enough at alleviating economic suffering – as clearly demonstrated from the discrepancy in the economic situation compared to non-LGBTIQ+ people.
Poverty, economic marginalization and disenfranchisement, loss, and limitation of opportunities are almost endemic in many countries - and it is not limited to LGBTIQ+ people. It is the result of foundational economic policies that are not pro-poor and not pro-development, and that suppress social mobility. It is, therefore, necessary that the work that F2BM undertakes around economic development takes the larger macro-economic picture into account.
Current Situation
Hivos commissioned a study to map out the economic spaces and economic situation of LGBTIQ+ persons globally and the study has been completed. Additionally, a group of fellows who will lead and guide the economic justice agenda in each Community of Action (CoA) have been appointed and Hivos is conducting a 5-day workshop during the period of 11th to 15th June in Maputo Mozambique.

Consultancy Fees
Fees will be discussed and agreed upon based on the proposed rate by the consultant and the available F2BM budget.
Travel and accommodation expenses
Hivos shall cover all travel and accommodation expenses based on Hivos Southern Africa policy.
Supervision
The consultant will report to the Global Program Manager, Saida Ali.
